Mr. Do Thang Hai, former Deputy Minister of Industry and Trade, was proposed to be prosecuted for accepting bribes in the Xuyen Viet Oil case.
The Ministry of Public Security's Security Investigation Agency has just completed the investigation conclusion of the case of Violating regulations on management and use of State assets causing loss and waste; Giving bribes; Receiving bribes; Taking advantage of positions and powers to influence others for personal gain occurring at Xuyen Viet Oil Trading, Transport and Tourism Company Limited and a number of related agencies and organizations.
In particular, the Ministry of Public Security requested the Supreme People's Procuracy to prosecute Mr. Do Thang Hai (former Deputy Minister of Industry and Trade) for the crime of Receiving bribes.
Also proposed to be prosecuted for this crime are Mr. Le Duc Tho (former Chairman of the Board of Directors of Vietinbank, former Secretary of the Ben Tre Provincial Party Committee), Mr. Le Duy Minh (former Director of the Ho Chi Minh City Department of Finance, former Director of the Ho Chi Minh City Tax Department). In addition, Mr. Tho is also proposed to be prosecuted for the crime of Abusing position and power to influence others for personal gain.
Director and Chairwoman of the Board of Directors of Xuyen Viet Oil Mai Thi Hong Hanh was proposed to be prosecuted for the crime of Violating regulations on management and use of State assets causing loss, waste and Bribery.
In the case, the Ministry of Public Security also proposed prosecuting 11 other defendants on various charges.
According to the investigation conclusion, in August 2023, the Security Investigation Agency received a criminal complaint from an employee of Xuyen Viet Oil Company, accusing Ms. Hanh of using many fraudulent tricks to defraud and appropriate property, illegally using assets of agencies, organizations, the State and abusing her position and power to appropriate more than 200 billion VND from the Petroleum Price Stabilization Fund (BOG Fund) and more than 1,200 billion VND from Environmental Protection Tax.
On August 24, 2023, the Head of the Ministry of Public Security's Investigation Security Agency issued a decision to assign the handling of criminal information sources for the above complaint.
On September 8, 2023, the Ministry of Public Security initiated a criminal case, prosecuted and temporarily detained Ms. Mai Thi Hong Hanh and Nguyen Thi Nhu Phuong (Deputy Director of Xuyen Viet Oil Company) for violating regulations on management and use of State assets, causing loss and waste.
During the investigation, the Security Investigation Agency issued a decision to supplement the decision to prosecute the criminal case for the crimes of: Lack of responsibility causing serious consequences; Giving bribes; Receiving bribes; Taking advantage of position and power to influence others for personal gain.
