However, hostile forces spread the argument that the situation of a small number of cadres and party members lacking responsibility due to the “consequences and consequences” of the campaign to strengthen the fight against corruption and negativity is a new difficulty.

On the morning of June 14, 2023, in his concluding remarks at the online conference to quickly announce the results of the 13th Party Central Committee's mid-term conference and to study, thoroughly grasp and propagate the works of General Secretary Nguyen Phu Trong, Hai Duong Provincial Party Secretary Tran Duc Thang emphasized that Party committees at all levels, authorities and localities in the province continue to learn and carefully study the works of General Secretary Nguyen Phu Trong to apply them to practical work in preventing and combating corruption and negativity.

Therefore, the requirement and task for both the political system and our people is to know how to multiply and promote favorable factors, while at the same time preventing and repelling factors that hinder the fight against corruption and negativity.

These are like two sides of a problem, closely and organically related to each other. Solving one problem will affect the other and vice versa. Doing a good job of promoting the value of General Secretary Nguyen Phu Trong's book will be a strong "blow" to the distorted argument that the lack of responsibility of cadres and party members is a consequence of the fight against corruption and negativity. On the contrary, to fight against this argument, it is necessary to pay attention to measures to spread the value and effect of General Secretary Nguyen Phu Trong's book.

Since its publication in February 2023, the book "Resolutely and persistently fight against corruption and negativity, contributing to building our Party and State increasingly clean and strong" has created a buzz. Many readers have proactively bought and studied the book's content to study, research, and broaden their knowledge. Very timely, the entire political system is organizing a wide-ranging political and ideological activity on the content of this work.

Some recommendations

As a handbook in the fight against corruption and negativity, studying and thoroughly understanding the book's core ideas and content and applying those ideas in the actual fight against "internal invaders" in the coming period is an inevitable requirement, an urgent and objective demand from practice.

To contribute to the successful implementation of this task and requirement, I would like to recommend that Party committees at all levels, authorities, localities, the Vietnam Fatherland Front and socio-political organizations need to do well the following solutions:

Firstly, focus on promoting propaganda work throughout the political system and to the general public about the content and value of the book by General Secretary Nguyen Phu Trong. Propaganda work needs to be carried out synchronously and diversely, such as propaganda on mass media, through reporters and propagandists, at meetings and conferences of all levels, sectors and organizations, etc. Introduce the book in the activities of Party committees and Party cells. Organize seminars, discussions, workshops, competitions, etc. to analyze and clarify the outstanding results, difficulties, challenges, viewpoints, orientations, tasks and solutions to prevent corruption and negativity mentioned in the book. The cultural sector needs to create favorable conditions for artists and intellectuals to create cultural and artistic works related to the book. The education and training sector and the labor sector need to include the content of the work in training and fostering programs in the national education and training system, vocational training schools, and political theory training schools.

Second, it is necessary to institutionalize and concretize the guiding ideology, goals, tasks, and solutions to prevent and combat corruption and negativity as outlined by General Secretary Nguyen Phu Trong in the book into legal norms, mechanisms, policies, action programs, and plans of each Party Committee, government, agency, unit, and locality. It is necessary to turn the ideas, theories, and lessons learned in the book into practical actions, further promoting the fight against corruption and negativity, and achieving new and greater victories to satisfy the noble wishes of General Secretary Nguyen Phu Trong.

Third, based on the ideology, guiding principles and practical conclusions in the book, theoretical research agencies need to organize further research and development to continue to supplement and perfect theories on the fight against corruption and negativity in the process of national renewal, in the transitional period to socialism.

Respond promptly and fight effectively

I think that an urgent requirement now is to identify, refute, and promptly and effectively combat the wrong view that the lack of responsibility of a small number of cadres and party members is due to the "consequences" and "effects" of the fight against corruption and negativity. If we delay in fighting or do not fight sharply against the above wrong arguments, it will be very dangerous because hostile forces will continue to incite and sabotage to cause psychological wavering and doubt about the achievements of the fight against "internal invaders".

Many lecturers of Hai Duong Provincial Political School proactively researched and discussed the content of the new book by General Secretary Nguyen Phu Trong.

To identify tasks and effective solutions to attack this false argument, I would like to propose the following solutions:

First, the authorities need to clearly identify hostile subjects and negative and degraded cadres and party members who have created, spoken, disseminated, and encouraged false arguments in order to have appropriate measures to combat them. For cadres and party members who lack responsibility, have weak capacity, and have distorted perceptions, it is necessary to classify them according to the cause, nature, and extent in order to apply many synchronous measures. Those who, due to lack of understanding, make mistakes, commit violations for the first time, and are not serious, can be reminded and criticized. For those who are clearly aware but deliberately violate, sabotage, and do not repent, depending on the nature and severity, they will be subject to administrative sanctions, Party disciplinary sanctions, and even criminal sanctions. Any organizations that allow cadres to disseminate and encourage false arguments, the authorities need to inspect and examine them to strictly handle them, along with considering the responsibility of the head. With hostile forces from outside, the political system, with the core being the Steering Committee 35 at all levels, needs to organize a fierce, strong, and persistent struggle.

Second, the State needs to strengthen the system of policies and laws, overcome overlaps, contradictions and inadequacies of legal documents. This will create a healthy environment for officials to fully promote their sense of responsibility.

Third, the Government should promptly institutionalize and fully concretize Conclusion No. 14-KL/TW dated September 22, 2021 of the Politburo on the policy of encouraging and protecting dynamic and creative cadres for the common good. If this is done well, it will help cadres feel secure, dare to make breakthroughs, be creative, and overcome the current situation of lack of responsibility and fear of taking responsibility. In addition, Party committees and authorities at all levels need to pay attention to discovering, protecting, and praising cadres who dare to think and act for the common good.

While writing the last lines of this series, I suddenly looked up at the vast blue sky and thought about the very fierce and arduous fight against the "internal invaders". However, I always have a strong belief that: Inheriting the achievements in the fight against corruption and negativity in the past time, our Party will continue to lead the political system and the people to achieve more great and comprehensive results in the following years, to build an increasingly clean and strong political system, creating a solid foundation for the country to develop quickly and sustainably.

After more than 4 months since its publication, there have been a number of good and creative ways of studying, propagating and following the content of the book by General Secretary Nguyen Phu Trong. On the morning of June 14, 2023, the Standing Committee of the Hai Duong Provincial Party Committee held an online conference to quickly announce the results of the 13th mid-term Party Central Committee Conference and to study, thoroughly grasp and propagate the work "Resolutely and persistently fight against corruption and negativity, contributing to building our Party and State increasingly clean and strong" by General Secretary Nguyen Phu Trong. The conference was held at the provincial-level bridge, connecting online to all 12 bridges in districts, towns and cities and 36 grassroots bridges with a total of nearly 8,800 delegates attending. On May 9, 2023, the Ministry of Education and Training directed the inclusion of anti-corruption content in university curricula. Among the teaching materials is a book by General Secretary Nguyen Phu Trong. On April 20, 2023, the Standing Committee of the Central Agencies Youth Union organized the launch of the Propaganda Toolkit about the book by General Secretary Nguyen Phu Trong.
