The total investment in phase 1 is over 980 billion VND. The Danang Software Park No. 2 Project has been completed but is "stuck" in legal issues so the operating date has not been determined.
At the meeting of the Standing Committee of the Da Nang People's Council on October 27, Ms. Tran Thi Thanh Tam, Director of the Department of Planning and Investment, said that the Software Park No. 2 Project is one of the city's 8 major projects that will not be completed in 2023.
The project covers an area of 5.3 hectares, located on Nhu Nguyet Street, next to Thuan Phuoc Bridge, Hai Chau District, Da Nang, with a total investment of more than 986 billion VND in phase 1, expected to be put into operation in 2023.
Up to this point, the project has basically completed construction but equipment installation has been temporarily suspended and the date of operation has not been set due to legal issues.
According to Mr. Le Son Phong, Deputy Director of the Department of Information and Communications of Da Nang City, Software Park No. 2 is considered by Da Nang as a key project, to be implemented from 2020. After many unsuccessful attempts to attract investment and auction, Da Nang decided to use the local budget to implement it.
The reason the project has not been put into operation is that the Government has not yet issued regulations and legal frameworks on assets and infrastructure of projects in the field of information technology.
Mr. Phong said that there are currently no regulations on the management, use and exploitation of software parks: "Currently, the Prime Minister has agreed to allow Da Nang to add related content to the regulations on special mechanisms. The city is assigning the relevant agencies to handle the next steps."
According to the reporter's records on October 28, the entire park area is protected by fences and signs "No entry without permission".
Regarding the time the project will be put into operation, the Deputy Director of the Department of Information and Communications of Da Nang said there is no specific date because he is waiting for the Government to issue a decree.
On March 21, 2023, the Prime Minister agreed to allow Da Nang City to add the above content to Decree 144/2016/ND-CP stipulating a number of special mechanisms for Da Nang.
In the past, the Ministry of Finance has twice sought opinions from relevant ministries and branches; Da Nang City has also sent documents three times requesting, supplementing and explaining this content.
“This is a bottleneck of the information technology industry in Da Nang, so the Department of Information and Communications hopes that the project will soon be put into operation to create space for development and avoid waste because the demand for registering to use space for business development is currently very large,” said the Deputy Director of the Department of Information and Communications in Da Nang.
According to Mr. Phong, this year, the department received many requests from domestic and foreign enterprises about expanding software development space as well as related policies to support digital transformation and develop creative space at Software Park No. 2, but still have to wait.
It is expected that when put into use, Software Park No. 2 will provide about 6,000 direct jobs in information technology and digital technology.
