Abandoned park

After 2 years in the South, taking care of her grandchildren and helping her son, Mrs. Loan has finally returned home. She sees that the streets have changed a lot. Near her house, there will soon be a Japanese supermarket, which is said to be the biggest in Hai Duong. Today, the weather is warm, so she invited her husband and some neighbors to go for a walk to exercise. Passing through the overgrown central park, Mrs. Loan asked her husband:

- My family has been living in this new urban area for more than ten years, but the park is still abandoned, a shelter for mosquitoes and rats. Meanwhile, the children in the neighborhood have no place to play. The elderly have no place to exercise. I wonder how long the city will be abandoned?

Hearing his wife's question, Mr. Ban said:

- This urban area belongs to an investment company. They have not yet handed it over to the city. Not just my house. The other day I went to my comrade's urban area, the park in front of his house has been abandoned for many years. People living nearby regretfully turned the land into vegetable gardens. Both sides of the median strip are also overgrown with weeds, many places have become garbage dumps.

Hearing Mr. Ban speak, Mrs. Ly, who was exercising with him, also joined in the conversation:

- Only families with cars suffer. I heard that Mr. Manh's family just spent nearly ten million on car repairs just because they parked near the park and rats got in and chewed all the wires, then dropped food into the engine compartment. The other day there was a dengue fever outbreak and my child was very worried. I bought medicine to spray around the house and in front of the door, but it didn't seem to work because the weeds were growing too wildly.

Hearing Mrs. Ly complain, Mrs. Loan said:

- I moved into my son's place in the South, which is also a new urban area but they pay a lot of attention to public space. As soon as they started working, they planted flowers around the park and hired people to take care of it, not like this. The park is spacious, green, clean, with a playground for children and outdoor exercise equipment for adults...

Hearing his wife say that, Mr. Ban said:

- The provincial and city leaders are very upset about this, so recently they have been determined to only issue land use right certificates to places where the infrastructure has been completed and handed over. My house was damaged because the people agreed to move in before the company completed the infrastructure. When the government reminded them, the company also slowly completed some items, but it seemed like it was just to deal with it. Even the wastewater treatment tank that was supposed to be built underground in the park was dug up, poured with concrete for a few days, and then left there.

- So no one made any recommendations to the local leaders? It's the face of the city, Mrs. Loan wondered.

- The other day, when the city leaders came to meet with the people, Mr. Manh from our neighborhood also gave his opinion but it was useless. Maybe next time the provincial leaders come to meet with voters in our ward, we should give our opinion again and see what happens, Ms. Ly suggested.
