After a period of monitoring and understanding the subject's rules and methods of operation, at 4:30 p.m. on January 4, Kinh Mon Town Police caught Le Quang Anh (born in 1999, permanent residence in Tho The commune, Trieu Son district, Thanh Hoa) illegally selling a plastic bag containing 0.442 g of ketamine to a subject at his rented room. In addition, Quang Anh also voluntarily handed over nearly 112 g of "ecstasy" and more than 29 g of ketamine. Quang's main job is to transport employees to karaoke bars and bars in the area.
In recent times, with the aim of stopping the supply of drugs from outside the province and within the province, the provincial police at all levels have focused on fighting against crimes of illegal transportation and trafficking of drugs. Expanding the investigation, the police force determined that Thoi bought these drugs from Ca Van Diep (born in 2002), and Diep bought them from Lo Van Tri (born in 2000, both with permanent residence in Son La province) and both rented a room in Yen My district (Hung Yen).
Sophisticated operations
To avoid the authorities, the subjects have many tricks and methods to deal with it such as moving to other areas, operating secretly, using many ways to conceal, using shippers to deliver goods... Typically, on the afternoon of December 29, 2023, Binh Giang District Police successfully dismantled a sophisticated and cunning illegal drug trafficking ring. Pham Trung Tinh (born in 1983, residing in Nhan Kiet village, Hung Thang commune) often went to Hai Phong city to buy drugs to sell. Tinh took advantage of the village's deserted fields, easy to observe, with many entrances and exits to sell drugs to acquaintances. After receiving money from the buyer, Tinh would show them where the drugs were hidden so they could take them themselves. Tinh also hired Vu Van Hai (born in 1991 in Ho Lien village, Vinh Hung commune, Binh Giang district) to sell drugs for him.
Many subjects have also changed the traditional method of transporting drugs to the form of transporting drugs via post office and express delivery. In 2023, the Drug Crime Investigation Police Department has cracked down on 2 cases of transporting drugs via post office and express delivery in large quantities. Typically, at around 9:55 a.m. on October 17, 2023, the Drug Crime Investigation Police Department coordinated with the Hanoi City Police, the Hanoi City Customs Department and a number of other units to discover Mr. Hoang Van Luu (born in 1981, in Hai Duong City), a delivery person, coming to receive a package suspected of containing drugs at an express delivery point in Hai Duong City. The package Mr. Luu transported belonged to Pham Van Trung (born in 1987, permanent residence at 110C, Dien Bien Phu Street), currently residing at 9H/18, Quyet Thang Street (in the same Hai Duong City). Police discovered and seized the package containing a total of nearly 7 kg of synthetic drugs.
According to the Drug Crime Investigation Police Department, the subjects in the ring are organized in a closed, tight manner, divided into many "bridges" of transportation to avoid exposing the entire ring. Drugs are often mixed with other goods, sometimes disguised in milk cartons, candy-like products or many other forms for easy transportation. By using express delivery methods, shippers and recipients always actively control the delivery person in terms of time and location and secretly monitor to ensure safety before receiving the goods.
According to statistics compiled by the Drug Crime Investigation Police Department (Provincial Police), in 2023, police agencies at all levels arrested 281 cases of illegal drug trafficking, accounting for more than 48.3% of the total number of drug-related cases and law violations that were cracked down.
