Faced with the complicated situation of drug crimes from other provinces entering the area, Cam Giang District Police (Hai Duong) proactively coordinated prevention and stepped up the fight.
Cam Giang district is a locality with wide traffic connections and strong development speed of industrial zones and clusters in the province. Along with that, there is a large number of workers from other provinces and cities coming to work and live, most of whom are workers from the northern mountainous provinces. Among them, many men were addicted to and used drugs before coming to the district to work and live. Most of these people have limited awareness of law enforcement, are willing to buy, sell, store, organize, and harbor illegal use of drugs. Many cases not only operate in the district but also connect with subjects in other places to buy and sell drugs for personal use and to sell for profit.
Many communes and towns in the district have large populations and large areas. Meanwhile, some Party committees, authorities and functional agencies have not paid close attention to managing population movements and workers from other places, so the work of preventing, combating and denouncing crimes is still ineffective.
Another difficulty is that, according to regulations, people from other places who come to live in the locality for 30 days or more must register for temporary residence. Therefore, many cases take advantage of moving to many places to live in a short time, causing many difficulties in managing and capturing cases of drug addiction and use.
Faced with the complicated developments of drug abuse, to ensure security and order, Cam Giang District Police have actively implemented many preventive and combat measures.
The district police coordinated with Steering Committee 138 of communes and towns to promote the dissemination of regulations related to drugs to the people, especially young people, workers, laborers who are from remote areas, ethnic minorities. The dissemination work focused on distinguishing prohibited drug-related behaviors, levels of punishment, and criminal responsibility for violations...
The police force coordinated to grasp the area, screen drug addicts and users for monitoring and management, and at the same time mobilized the masses to participate in denouncing crimes.
Lieutenant Colonel Le Xuan Hien, Chief of Cam Phuc Commune Police, said that the locality regularly has about 5,000 workers and laborers temporarily residing, of which about 2,000 are from the northern mountainous provinces. The commune has 500 households providing lodging services. To firmly grasp the area, especially cases related to drugs, the commune police work closely with the village cadres, retired police officers, and owners of lodging houses... When subjects under management, strangers frequently come to the area, or temporary residents show signs of being involved in drugs, this team promptly notifies the police agency to have effective management and combat measures. In addition, the commune builds a model of lodging houses with businesses to ensure security and order; coordinates with businesses to check for drugs on workers through periodic health checks...
Along with preventive measures, the district police force has stepped up and resolutely fought against and handled drug-related violations and crimes committed by subjects from other provinces.
Lieutenant Colonel Hoang Van Quang, Captain of the Economic and Drug Police Team of Cam Giang District Police, informed that since the beginning of the year, the District Police have prosecuted 47 cases and 77 suspects related to drugs, of which 39 suspects are from other provinces, accounting for nearly 51%. In addition, the Provincial Police have arrested 6 cases and 7 suspects, of which 2 cases and 3 suspects are from other provinces. The suspects were mainly arrested for buying, selling, organizing, and harboring illegal drug use and came from Son La, Dien Bien, Ha Giang, Nghe An, Thanh Hoa provinces, etc.
Typically, at 1:00 p.m. on September 4, 2023, Cam Giang District Police caught Lo Van Thoi (born in 1996, residing in Hua Trai Commune, Muong La District, Son La) hiding 2 packages of heroin to sell for profit in the Dinh culvert area, Quy Duong Village, Tan Truong Commune. Expanding the investigation, the police determined that Thoi bought these drugs from Ca Van Diep (born in 2002). Previously, Diep bought drugs from Lo Van Tri (born in 2000), both of whom had permanent residence in Son La Province and both rented a room in Yen My District (Hung Yen).
The positive results from the resolute fight against crimes related to other provinces and strict management of subjects in the district by Cam Giang District Police have contributed to ensuring social security and curbing crimes arising from drug-related evils such as theft, robbery, public disorder, etc.
