Many tricks

Cam Giang district currently has 5 industrial parks and 2 industrial clusters in operation. The district also has many enterprises and production and business establishments outside the industrial parks and industrial clusters. Among these, many enterprises and establishments discharge untreated water, gas and waste into the environment and do many things to deal with the authorities.

According to Cam Giang District Police, many enterprises and production facilities do not invest in water, gas and waste treatment systems according to regulations or have invested but only in a formal way, coping with the situation, not ensuring the requirements. The treatment of water, gas and waste costs a lot of money. To reduce costs, some enterprises and production facilities find ways to violate regulations and avoid implementation. Many enterprises take advantage of the rain to discharge untreated wastewater into the environment or find vacant, deserted land to illegally dump and burn waste.

Some businesses and production facilities have taken advantage of waste collection units and individuals who have poor knowledge of the law and are not qualified to handle industrial waste to sign collection contracts but mix industrial waste, garbage, and hazardous substances into it and dump them into the environment. Because the price of sand for filling is currently quite high and it is difficult to find sources, some units and individuals have taken advantage of construction waste and many other types of waste for filling, which can easily cause environmental pollution.

Firmly

On November 10, 2023, Cam Giang District Police discovered that Ngu Phuc Vietnam Mechanical Co., Ltd. discharged wastewater with 7 parameters exceeding standards into the environment.

In recent times, environmental violations and crimes in Cam Giang district have become more complicated. Faced with this reality, the district police have proactively coordinated to implement preventive measures; resolutely combating illegal activities that pollute the environment and affect people's health and lives.

According to Cam Giang District Police, from 2023 to July 2024, the District Police Department discovered, compiled records, and proposed the Provincial People's Committee to decide to administratively sanction 9 enterprises and production establishments with a total amount of nearly 2.4 billion VND.

Of these, HaNoi Green Foods Co., Ltd. in Lot CN22-23, Cao An Industrial Park was fined the highest amount of 725 million VND. Previously, on July 12, 2023, Cam Giang District Police coordinated to discover that HaNoi Green Foods Co., Ltd. discharged wastewater into the environment with 6 parameters exceeding the standard.

In particular, the Investigation Police Agency of Cam Giang District Police has prosecuted a case with 3 defendants related to illegal dumping of waste. Specifically, on June 29, 2023, two brothers, Doan Van Thuc (born in 1973) and Doan Van Su (born in 1978) in Binh Long village, Luong Dien commune (Cam Giang) contracted with Tran Dinh Vang (born in 1980), a person from the same commune, to fill up his family's Lan pond to plant trees. Vang collected construction waste including broken bricks, mortar, concrete blocks... and industrial waste such as discarded shoe soles, stone glue, industrial paint powder and buried them. This action caused the pond water to turn black and give off a foul smell, affecting the lives of people living nearby.

In response to the above incident, in May 2024, the Investigation Police Agency of Cam Giang District Police coordinated with relevant agencies to examine the scene and determined that Thuc and Su had hired Vang to bury nearly 440 tons of waste in violation of regulations. In June 2024, the Investigation Police Agency of Cam Giang District Police decided to prosecute the case and prosecute Vang, Thuc and Su for causing environmental pollution.

For many years, the province has only had one case of environmental violation being prosecuted.

In order to promptly prevent and strictly handle cases of discharging water, garbage, and hazardous emissions into the environment, the environmental police force of Cam Giang District Police has also proactively coordinated closely with the locality, closely monitoring the operations of enterprises and production and business establishments. Along with that, the police force closely coordinated with the Department of Natural Resources and Environment to regularly establish interdisciplinary teams to review, inspect, and handle violating enterprises and production establishments.
