How is the police investigation agency organized after the abolition of district-level police?

The information is stated in Circular 11/2025 regulating the organization, apparatus, tasks, and powers of investigation agencies, assigning heads and deputy heads of investigation agencies, and criminal investigation authority in the people's police, effective from March 1.

Accordingly,Police Investigation Agency of the Ministry of Public Securityincluding: Office of the Investigation Police Agency (C01), Criminal Police Department (C02), Economic Police Department (C03), Drug Police Department (C04). This unit exercises the authority, duties and powers according to the Law on Organization of Criminal Investigation Agencies and the Criminal Procedure Code.

One Deputy Minister is the Head of the Investigation Police Agency of the Ministry of Public Security, one Deputy Minister is the Deputy Head as assigned by the Minister. The permanent Deputy Head will be the Chief of Office C01.

Other Deputy Chiefs are the Director of the Economic Police Department, a Deputy Chief of Office C01, the Director and Deputy Director of the Criminal Police Department and the Drug Police Department.

Provincial Police Investigation Agencyincluding: Office of the Investigation Police Agency (PC01), Criminal Police Department, Economic Police Department, Drug Police Department.

A Deputy Director of Provincial Police will be the Head of the Investigation Police Agency, the Chief of Office PC01 will be the permanent Deputy Head. In addition, there are 5 Deputy Heads of the Investigation Police Agency who are the heads and deputy heads of departments.

Depending on the practical situation, if any locality needs to arrange an additional Deputy Chief, the Provincial Police will report to the Head of the Ministry of Public Security's Investigation Police Agency for consideration.

The Ministry of Public Security's Security Investigation Agency will be headed by a Deputy Minister of Public Security. The Director of the Security Investigation Department will be the permanent Deputy Director, and the Deputy Directors of the Security Investigation Department will be Deputy Directors.

At the provincial level police, a Deputy Director is the Head of the Provincial Police Investigation Security Agency. The Head of the Investigation Security Department is the permanent Deputy Head, and the Deputy Heads of the Investigation Security Department are Deputy Heads.

Compared to the regulations before March 1, the Investigation Agency in the People's Public Security no longer has the District-level Police Investigation Agency. The Deputy Head of the Investigation Police Agency of the Ministry of Public Security has also increased by one compared to before (adding one Deputy Minister of Public Security).

The Ministry of Public Security requests the District Police Investigation Agency to proactively review, compile statistics, and finalize the list of case files, documents, evidence, and assets being handled and resolved to hand over to the Provincial Police Investigation Agency. For cases that are temporarily suspended from investigation, when there is a basis for resumption, the Provincial Police Investigation Agency has the authority to decide to re-open and conduct legal proceedings.

According to current regulations, the investigation agency has the duty to receive and handle denunciations and reports of crimes and recommendations for prosecution; receive case files transferred by agencies assigned to conduct certain investigative activities; investigate crimes, apply all measures prescribed by law to detect and identify crimes and perpetrators; compile records, propose prosecution; find out the causes and conditions for committing crimes.

Currently, in addition to the investigation agency of the people's police, there are also investigation agencies in the Army and of the Supreme People's Procuracy.

The investigation agency of the Supreme People's Procuracy will investigate crimes against judicial activities, crimes of corruption and crimes of position occurring in judicial activities where the offenders are cadres, civil servants of the investigation agency, court, prosecutor's office, enforcement agency, or person with authority to conduct judicial activities.
