Mr. Nguyen Ngoc Son's action program: Proposing to prioritize the development of the cultural potentials of the Eastern region

I am very honored to be introduced by the National Election Council and the National Assembly Standing Committee to run for the 15th National Assembly in Hai Duong province and even more honored to be assigned to constituency No. 3, including 3 districts: Gia Loc, Cam Giang, Tu Ky.

As a child born and raised in Hai Duong, the land that nurtured me to adulthood, gave me intelligence and emotions, and has always been with me during the years of working away from home. Hai Duong is the cradle of Eastern culture, always a source of pride and a great source of encouragement, support, and wings for all Hai Duong children to fly far and wide across the country. Therefore, when I was introduced to run for National Assembly representative in Hai Duong province, I deeply realized that this is a source of pride and great responsibility for myself, an opportunity for me to contribute to my homeland, contributing to the sustainable development of my homeland.

If I am elected by the voters as a representative of the 15th National Assembly of my province, I pledge to carry out the following work orientations:

Firstly, to continue to preserve and develop the cultural values ​​of the Eastern region, I will continue to propose and recommend to the responsible and competent agencies of the central and local levels to prioritize investment, development, and enhancement of the cultural potential of the Eastern region, and to effectively implement the motto "culture is the foundation of society". On that basis, preserve and promote the strength of culture, promote the spirit of learning, preserve the good customs and practices of the Eastern region, protect and develop social ethics in the current complex market economy period, and at the same time pay attention to investing in facilities and other necessary conditions to promote the education of Hai Duong children in particular and the whole country in general, effectively implementing the Party's motto "education is the top national policy".

Second, agriculture has always been a strength in Hai Duong, agricultural development has always been a priority orientation in Hai Duong's development strategy as determined in the Resolution of the Provincial Party Congress for the 2020-2025 term. However, in the market economy and especially in the current complicated situation of the Covid-19 pandemic, many challenges are being posed to agriculture, not only for Hai Duong but also for the whole country, namely: issues regarding the market for agricultural products, increasing the added value of agricultural products; regarding the preservation and processing of agricultural products. If I become a National Assembly delegate, I will pay special attention to this issue and recommend to the relevant responsible agencies to have satisfactory solutions to continue promoting agricultural development with the following focuses: First, create conditions to build and develop the domestic and export agricultural product consumption market, so as not to repeat the situation of good harvest but falling prices and the need for rescue as happened recently. Second, pay attention to investment in agriculture to reduce the cost of input products, increase the value of goods; improve the quality of agricultural products, green and clean enough. Third, build qualified storage facilities to ensure quality. Fourth, modernize agricultural production, promote the processing of agricultural products to increase value.

Third, Hai Duong is one of the localities that is strongly developing industry and services. Therefore, if elected, I will actively call on the business community to prioritize investment in Hai Duong, expand and build new industrial parks and industrial clusters, create more jobs for Hai Duong workers, and effectively implement the motto "leaving agriculture but not leaving home". Industrial development in Hai Duong is closely linked to the risk of environmental pollution, therefore, I will pay more attention to environmental protection activities, recommend to the National Assembly and relevant agencies to closely monitor the implementation of legal regulations on environmental protection in industrial parks, contributing to maintaining a clean and sustainable environment.

Fourth, if elected as a National Assembly delegate, I pledge to stick with and accompany the voters, sincerely listen to their opinions, promptly reflect to the National Assembly, the Government and relevant agencies so that their voices reach the right address, their wishes are thoroughly studied and satisfactorily resolved, their interests are guaranteed, and injustices are resolved. Fifth, if elected as a National Assembly deputy, I will actively contribute to legislative activities, supreme supervision, and decide on important national issues in accordance with the functions, tasks, and authority of the National Assembly. Especially as a PhD, a scientist, and an expert with many years of experience in the field of supervision, I will pay special attention to the National Assembly's supervision activities; thereby closely supervising government agencies, levels, and sectors in organizing the implementation of the constitution and laws in practice to ensure that all activities are implemented in accordance with the law and truly focus on the people and their satisfaction. At the same time, I will pay attention to promoting science and technology policies, ensuring that science and technology is truly a top national policy, contributing more and more to the country's economic development in the digital transformation period.

Sixth, if elected as a National Assembly deputy, I vow to continue to cultivate ethics, improve professional capacity, humbly learn, unite, and closely coordinate with other National Assembly deputies and the National Assembly Delegation of my province to well perform the duties of a National Assembly deputy as prescribed in the Law on Organization of the National Assembly.

I would like to borrow two verses to express my feelings for my heroic homeland Hai Duong, a thousand years of culture: "A tree with roots can grow green branches/Water with a source can spread across the rivers and canals".
