The Department of Planning and Investment proposed to adjust the project implementation location from Cong Hoa ward, Le Loi commune to Cong Hoa ward, Hung Dao commune (Chi Linh city) because Kiep Bac temple is actually located in Hung Dao commune. In the Con Son area, it is proposed not to restore Lam Ty Ni garden, excavate for archaeological research, expand and build, renovate the garden according to the theme of Buddhist and Truc Lam Zen stories, and restore the ancestral tower garden. The reason is that there has not been a workshop or archaeological excavation to serve as a basis for restoration; the area of ​​Lam Ty Ni garden has more than 2 hectares of special-use forest land... so the project implementation time will be prolonged and cannot be completed in the period of 2023-2025. Kiep Bac temple guest house, the headquarters of the Relic Management Board, the guest house of the Relic Management Board, the restrooms... will be invested from other legal sources.

Thus, the project to preserve the Con Son - Kiep Bac historical and cultural relic site associated with tourism development has a total investment of about 100 billion VND from the central budget for the period 2021-2025, with implementation time in the period 2022-2025.

The Kiep Bac Temple area is proposed to restore Vien Lang, Vien Lang Lake (Ngoc Lake). In the Con Son area, Ban Nguyet Lake will be renovated, parking infrastructure will be invested in southwest of Ban Nguyet Lake, and a waiting room will be built in the parking lot. After the project is completed and put into use, it will contribute to preserving historical and cultural values, attracting more tourists from all over the world to visit and worship, contributing to promoting tourism development in Chi Linh City in particular and Hai Duong province in general.
