Hai Duong is urgently building a list of projects, industries, occupations, and fields that attract investment, do not attract investment, and limit investment attraction in the province in the period of 2024-2025 and until 2030. Previously, on February 2, 2021, the Provincial People's Committee issued this list. The research, review, and re-selection of the investment attraction list when it was issued not long ago demonstrates Hai Duong's proactiveness and readiness to welcome new opportunities in the coming time when the provincial planning is approved by the Prime Minister.
The province has carefully and thoroughly considered the list of projects attracting, not attracting and limiting investment, in accordance with the vision and development strategy that have been planned. By 2030, Hai Duong strives to become a modern industrial province, a dynamic industrial center of the Red River Delta, with a large economic scale in the country. To achieve this goal, Hai Duong is making efforts to attract domestic and foreign investment projects. The province has been preparing the best conditions in terms of infrastructure, human resources... and the most preferential policies to attract and invite investment, but also sets out requirements for screening and attracting investment. Therefore, the list under construction is the premise and foundation for the province to select reputable and quality investors. This is also the basis for businesses to research, learn and make investment proposals. With such an important role, the list of projects, industries, professions, and fields that attract and do not attract investment must be thorough and comprehensive, avoiding "tying yourself up" and missing out on investment attraction opportunities.
Regarding this, the province has held many meetings to discuss and synthesize proposals from agencies and units, and asked for direction from the Provincial Party Committee Standing Committee. At the December meeting of the Provincial People's Committee (3rd time) on December 13, many opinions were contributed to the submission to promulgate the list of projects, industries, occupations, and fields attracting investment, not attracting investment, and limited investment attraction in the province proposed by the Department of Planning and Investment. Different from the 2021 lists, this time the projects, industries, occupations, and fields attracting investment, not attracting investment, and limited investment attraction are built on specific principles and criteria to ensure impartiality, objectivity, and high feasibility. The investment attraction list is proposed for each specific project and stage. At the same time, it is proposed to add 5 lists not attracting investment and 3 lists with limited investment attraction.
Many opinions say that the number of priority investment projects should not be controlled and that projects, industries, professions, and fields that are limited or do not attract investment should be clearly quantified. In fact, the investment situation in Hai Duong in recent years, besides effective projects, creating momentum to promote socio-economic development, there are also some projects that are not as expected, even becoming "hot spots", causing public outrage, especially projects that cause environmental pollution. Therefore, the province is very strict with projects that may affect the environment. However, this does not mean that all projects in the same industry should be treated the same because the evaluation criteria should not be based only on the investment sector but also on technology and production processes. Therefore, it is necessary to develop specific and clear criteria to facilitate the appraisal of investment projects, avoiding stating general items, causing difficulties in screening projects.
The issuance of the list of projects, industries, occupations, and sectors attracting investment, not attracting investment, and limiting investment attraction in Hai Duong in the period of 2024-2025 and until 2030 demonstrates the province's proactiveness, positivity, and determination in realizing the provincial planning. Therefore, this list should be a goodwill invitation from the province in attracting investment and also a measure to select effective investment projects.
