The need to specify the list of investment attraction projects is the request of the Standing Vice Chairman of Hai Duong Provincial People's Committee Luu Van Ban at the December meeting (3rd time) of Hai Duong Provincial People's Committee on the morning of December 13.
On the morning of December 13, Comrade Luu Van Ban, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the People's Committee of Hai Duong province chaired the December meeting (3rd time) of the Provincial People's Committee to review and resolve a number of contents and submissions reported by the Departments of Planning and Investment, Finance, Natural Resources and Environment, Health, Labor, War Invalids and Social Affairs.
At the meeting, the Provincial People's Committee considered the submission of the Department of Planning and Investment on promulgating a list of projects, industries, occupations, and fields attracting investment, not attracting investment, and limiting investment attraction in the province.
Regarding this content, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, requested delegates to seriously and responsibly discuss the promulgation of a list of projects, industries, occupations, and fields attracting investment and limiting investment attraction in Hai Duong province for the period 2024-2025 and until 2030 after receiving the direction of the Provincial Party Committee Standing Committee. Based on Notice No. 1216-TB/TU dated October 19, 2023 of the Provincial Party Committee Standing Committee on the above content, the Department of Planning and Investment has supplemented, adjusted, and amended accordingly. Accordingly, the sector has advised on additional principles and criteria for building the list; separating each stage of priority attraction and supplementing the list of projects, industries, occupations, and fields that do not attract investment and limit investment attraction.
In the period of 2024-2025, the Department of Planning and Investment proposed 41 investment attraction projects, including 4 industrial cluster infrastructure projects, 11 socialization projects, 13 social housing projects, 6 trade, service, tourism, logistics projects, 7 industrial production projects using high technology, environmentally friendly and supporting industries. In the period of 2026-2030, it will attract 112 investment projects in the fields of industrial park infrastructure, environment, society, agriculture, energy, etc. At the same time, the Department of Planning and Investment proposed to add 5 categories that do not attract investment and 3 categories that limit investment attraction.
Concluding this content, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, basically agreed with the contents proposed by the Department of Planning and Investment. He requested the Department to absorb the opinions of the delegates attending the meeting, continue to review and make appropriate adjustments. It is forecasted that in the coming time, when the provincial planning is approved, investment attraction in Hai Duong will have many changes. The Standing Vice Chairman of the Provincial People's Committee requested that the list of projects attracting, not attracting and limited attracting investment must be clear, with specific quantification to avoid difficulties and obstacles in receiving investment projects. The list of projects, industries, occupations and fields must be specific but not necessarily control the number of projects. The list must demonstrate the vision and development strategy of the province.
