The latest draft of the Road Traffic Safety Law has added detailed regulations on driver's license classification. In particular, class A4 is abolished, and B1 and B2 are converted to the same class B.
In the latest Law on Road Traffic Safety submitted to the National Assembly Standing Committee at the 31st session, regulations on driver's license classification were added.
According to the Standing Committee of the National Defense and Security Committee, the bill stipulates the removal of class A4 and does not specify a driving license class for tractor drivers because based on the type and use of the vehicle, this type of vehicle will be classified as a specialized motorbike.
Bring class B1 and B2 into the same class B because the basis for classifying driving licenses is based on capacity, type, engine and number of seats.
Specifically, according to the bill, class A1 is granted to drivers of two-wheeled motorbikes with a cylinder capacity of up to 125cm.3or with electric motor power up to 11kW.
Class A is granted to drivers of two-wheeled motorbikes with a cylinder capacity of over 125cm.3or have an electric motor capacity of over 11kW and the types of vehicles specified for class A1 driving license.
Class B1 is granted to drivers of three-wheeled motorbikes and vehicles specified for class A1 driving license.
Class B is granted to drivers of passenger cars with up to 8 seats (excluding the driver's seat), trucks (including specialized trucks) with a total designed weight of up to 3,500 kg, and types of cars specified for Class B driving licenses that tow trailers with a total designed weight of the trailer up to 750 kg.
Class C1 is granted to drivers of cars weighing from 3,500kg to 7,500kg, types of trucks specified for Class C1 driving licenses with trailers with a total designed weight of the trailer not exceeding 750kg, types of vehicles specified for Class B driving licenses.
Class C is granted to drivers of trucks (including specialized trucks and specialized cars) with a total designed weight of over 7,500 kg, types of trucks specified for Class C driving licenses with trailers attached with a total designed weight of the trailer up to 750 kg, types of vehicles specified for Class B and C1 driving licenses.
Class D1 is granted to drivers of passenger cars with 8 to 16 seats (excluding the driver's seat), passenger cars specified for class D1 driving license with trailers with a total designed weight of the trailer up to 750kg, and vehicles specified for class B, C1, C driving licenses.
Class D2 is granted to drivers of passenger cars (including buses) with 16 to 29 seats (excluding the driver's seat), passenger cars specified for class D2 driving license with trailers with a total designed weight of the trailer up to 750kg, and vehicles specified for classes B, C1, C, D1 driving licenses.
Class D is granted to drivers of passenger cars (including buses) with more than 29 seats (excluding the driver's seat), sleeper cars, passenger cars specified for Class D driving licenses pulling trailers with a total designed weight of the trailer up to 750kg; vehicles specified for Class B, C1, C, D1, D2 driving licenses.
Class BE is granted to drivers of types of cars specified for class B driving licenses when towing trailers with a total designed weight of the trailer over 750kg.
Class C1E is granted to drivers of the types of cars specified for class C1 driving licenses when towing trailers with a total designed weight of the trailer over 750kg.
Class CE is granted to drivers of types of cars specified for class C driving licenses when pulling trailers with a total designed weight of the trailer over 750kg, and tractors pulling semi-trailers.
Class D1E is granted to drivers of the types of cars specified for class D1 driving licenses when towing trailers with a total designed weight of the trailer over 750kg.
Class D2E is granted to drivers of types of cars specified for class D2 driving licenses when towing trailers with a total designed weight of the trailer over 750kg.
Class DE is granted to drivers of types of cars specified for class D driving licenses when pulling trailers with a total designed weight of the trailer over 750kg, and passenger cars with attached carriages.
