Despite having paid, many people in Hai Duong have not yet been scheduled for classes by driving schools. Some have completed all the courses and passed the final exam but have not yet been tested for a license.

Mr. NVD in Van Thai commune (Cam Giang) registered to learn to drive a car at the Viet Duc Vocational Education and Driving Test Center in Nam Sach town. Mr. D. said that he has been studying for a year but has not yet been able to take the test to get a license even though he has completed his graduation exam. "I have been studying for almost a year now but the center keeps making appointments over and over again and I still don't know when I will be able to take the test to get a license," Mr. D. said indignantly. Mr. D. has been learning to drive since June last year. He planned to study for a driver's license within 6 months, after he has a driver's license, his family will buy a new car. But now, when Mr. D.'s family has bought a "luxury car", it is still unknown when the driver's license will be issued. Therefore, even though the family has a new car, many times when Mr. D. has to travel far, he still has to rent a service car.

Meanwhile, Mr. VVS in Lam Son commune, Thanh Mien registered to learn to drive a car at the Kim Thanh Private Vocational Training Center for Technical - General - Vocational Guidance in Phuc Thanh commune (Kim Thanh) since February. He has paid a part of the tuition fee of more than 7 million VND. But 4 months have passed, and Mr. S's class has not started yet. Impatient, he called the center to ask and received the answer that the center is under inspection. After the inspection is completed, the center will arrange the earliest class schedule for him. "I started registering to study from February 2023, right when the center was inspected, so I have been on leave since then. I also hope to study quickly and get my license soon, but like this, I have to wait and don't know what to do," Mr. S. shared.

Recently, many people have found themselves in the same situation as Mr. D. and Mr. S. Even though they have registered for driving lessons, they have not been assigned to a class or have completed the courses and taken the graduation exam but have not been able to take the license exam. Some people have contacted the driving training center to register for lessons but have also been told that the course will take a while longer.
Not to mention the difficulty level in studying and taking the driving test, being able to go to school, take the graduation exam, and pass the driving test smoothly in the current period is not a simple matter.

VLearning to drive in Hai Duong is facing difficulties because many facilities and centers have suspended enrollment and driving test activities.

Driving school lacks work

Speaking to reporters from Hai Duong Newspaper, leaders of some driver training and testing centers in the province said that the current interruption and difficulty in recruiting, training, and testing drivers is due to the fact that some centers are in the process of implementing the penalty decision of the Department of Transport Inspectorate. Some centers have had their recruitment suspended, while others have had their testing suspended. It will take some time before the centers can resume recruiting.

Although they are driving training centers with a large number of students in the province, in recent times, Lap Phuong Thanh Vocational Training and Driving Test Center (Hai Duong City) and Kim Thanh Private Technical - General - Career Guidance - Vocational Training Center (Kim Thanh) have both fallen into a difficult situation, with the number of driving students decreasing sharply.

The leader of Lap Phuong Thanh Vocational Training and Driving Test Center (Hai Duong City) said that in previous years, the center trained an average of 2,000-2,500 students per month. However, in the first 5 months of 2023, the results of driver training and testing decreased to only half of what they had before. Business and service activities declined, leading to a lack of jobs for workers, forcing the center to reduce its scale of operations and reduce its staff.
