Proposal to eliminate paper-based multiple choice test when taking driving license test

The Vietnam Road Administration has just submitted to the Ministry of Transport a draft amendment to Circular 12/2017 regulating training, testing, and granting of road motor vehicle driving licenses.

Accordingly, this agency proposed to amend and supplement 29 articles of the circular, including abolishing the paper-based multiple-choice test form.

Specifically, Clause 4, Circular 12 currently stipulates:

Theoretical tests for class A1 in urban areas from type 2 and above are conducted on computers; other locations conduct multiple-choice tests on paper or on computers; the theoretical test room has a camera to monitor the test process.

Practical driving tests in the model for classes A1, A2 in urban areas of type 3 or higher must use automatic scoring equipment; other areas with a distance from the urban center of type 3 or higher of less than 100km must use automatic scoring equipment from July 1, 2018.

The Department of Roads proposed to amend and supplement 29 articles of Circular 12/2017 regulating training, testing, and granting of road motor vehicle driving licenses.

Regarding the theoretical test content, the Vietnam Road Administration believes that the use of information technology equipment has become popular. In order to increase the publicity, transparency and objectivity in organizing the theoretical test, the Vietnam Road Administration proposes to abolish the paper-based multiple-choice test.

Regarding the practical content, the Vietnam Road Administration emphasized that testing vehicle control skills has a direct impact on road traffic safety.

Therefore, the Vietnam Road Administration proposed to regulate the roadmap so that other areas with a distance of more than 100km to urban centers of type 3 or higher must use automatic scoring equipment from July 1, 2024.
