Chi Linh focuses on clearing land for key traffic projects

Urgent action

The Tan An Bridge and Highway 18 Construction Investment Project has a route length of 3.13 km in Chi Linh City. This project has a total investment of 600 billion VND, passing through Van An and Chi Minh wards.

The project to invest in the construction of the approach road and Van bridge connecting National Highway 37 (Chi Linh) with the approach road to Trieu bridge (Kinh Mon) has a route length of 3.65 km in Chi Linh, passing through Tan Dan and Dong Lac wards. The project has a total investment of more than 1,296 billion VND.

In late November and early December, the Chi Linh City Land Clearance Council focused its human resources on implementing steps to reclaim land areas within the scope of the two projects above. Determining that these are two projects of great significance to the locality, as soon as they were assigned tasks, each council member began to develop a land reclamation plan, organize meetings with the people, review households whose land is affected and must be resettled; inventory, and develop compensation and support plans for each type of land. The city's Land Clearance Council has separated each type of agricultural land, cemetery land and other types of land to develop a relocation plan, determine the origin of the land to apply prices to the compensation and public support plan...

The loudspeaker system of Van An Ward People's Committee continuously propagates the significance of the Tan An approach road and bridge project connecting Chi Linh with Nam Sach. To implement this project, Van An Ward must reclaim 16 hectares of land. Support and compensation plans are publicly posted at the Ward People's Committee, cultural houses of residential areas where land is reclaimed so that people can proactively grasp them. "After grasping the situation, people basically agree with the compensation and support plan and are ready to hand over the land to the Land Clearance Council", said Mr. Do Duc Phu, Chairman of Van An Ward People's Committee.

Tan Dan Ward is one of two localities whose land must be recovered to implement the project of building the approach road and Van bridge connecting Chi Linh City with Kinh Mon. From the afternoon of November 19, the Working Group of the Chi Linh City Land Clearance Council publicly announced the compensation and support plan at the cultural houses of Tru Thuong and Giang Ha residential areas.

The entire ward has 99 households with land in the project, of which 82 households have rice fields, the rest are other lands. The ward People's Committee has publicly posted the notice of the City People's Committee on land acquisition to implement the project at the ward People's Committee headquarters, cultural houses of residential areas where land is acquired. The Party Committee, People's Council, People's Committee of the ward and local organizations have increased propaganda to affected households about their rights and responsibilities, clearly stating the meaning and importance of the project so that people understand and agree.

"At first, I did not understand the project clearly, but after being informed and explained by the local government, we understood the significance of the project and highly agreed with this road construction project," said Mr. Bui Ba Ngoc in Giang Ha residential area.

With the determination of the entire political system, Chi Linh City is speeding up the compensation process, supporting site clearance and soon handing over land to investors to implement the project.

The two key traffic projects above were approved by the People's Committee of Hai Duong province from July 2024. The completion of these projects will significantly contribute to the development of Chi Linh's traffic, creating connectivity and inter-regional trade, opening up new development steps; at the same time, reducing the load on the current traffic system, gradually completing the regional traffic system according to the planning...

The project to build the Van approach road and bridge connecting National Highway 37 (Chi Linh) with the Trieu bridge approach road (Kinh Mon) is implemented on an area of ​​about 35 hectares. The entire route is more than 13 km long with the main route being 9.7 km long, the branch route being 3.37 km long, and 466 plots of land from 256 organizations and households in Tan Dan and Dong Lac wards must be recovered. The completed project will contribute to completing the regional traffic network according to the planning, creating a traffic axis connecting the two urban areas of Kinh Mon and Chi Linh, connecting National Highway 37 with existing provincial roads 389 and 389B and planned routes (V-ring road - capital region, North-South axis of the province). At the same time, gradually forming a traffic route connecting the northeastern districts of the province with neighboring provinces such as Bac Ninh, Quang Ninh, Hai Phong, creating inter-regional development space and favorable conditions to attract investment projects...

The Tan An Bridge Construction Project and the connecting road to National Highway 18 (Chi Linh) will connect with the Project to build the route connecting the intersection of Provincial Road 390 to National Highway 18, the section passing through Nam Sach District. The project uses about 18.6 hectares of land, the route length is nearly 3.5 km, of which the section passing through Chi Linh is more than 3.1 km long, reclaiming 248 land plots of 124 organizations and households in the two wards of Chi Minh and Van An.

Currently, the architectural plan "Convergence of Essence" of Road Design Consulting Joint Stock Company has been selected by the Provincial People's Committee to implement the investment project and design the construction drawings for Tan An Bridge. According to the design, Tan An Bridge is 574.6m long, with the two ends of the bridge belonging to Nam Tan Commune (Nam Sach) and Chi Minh Ward (Chi Linh). The design plan for Tan An Bridge Phase 1 will have a 12m wide bridge unit. The main bridge pier is inspired by the pen tower and lotus bud, with 8 cables; at 3 pier, there are 6 lighting systems, shining up to the sky and converging at the main tower.

The Provincial People's Committee has also approved the results of the architectural competition for the Van Bridge, part of the investment project to build the Van Bridge and Road connecting National Highway 37 (Chi Linh) with the approach road to Trieu Bridge (Kinh Mon). Accordingly, the first prize winner is the "Chuot Chuot" architectural plan implemented by the Large Bridge - Tunnel Design Consulting Joint Stock Company (Hanoi). The "Chuot Chuot" plan was inspired by Chu Dau ceramics and Kinh Thay River, so the architecture of the bridge body is in the direction of ceramic sculpture.

Van Bridge is built with prestressed reinforced concrete structure, 12m wide, about 919m long... The bridge consists of 2 units, phase 2021-2025 Build 1 unit; phase 2026-2030 build the remaining unit.

To implement these projects, the Party Committee and the government of Chi Linh City are determined to carry out compensation and support site clearance for handover in early 2025.

According to the report of the Land Clearance Council of Chi Linh City, by the end of November, the Tan An Bridge Construction Investment Project and the access road connecting National Highway 18 had completed the inventory of 256/256 households and 279/279 land plots. At the end of the period of posting the grave plan, 100% of households with graves within the land acquisition boundary agreed with the compensation plan and support for 9 graves; established and organized the public announcement of 229 rice land plans and established a plan to relocate the power line.

For the Van Road and Bridge Construction Investment Project, the inventory of 135/136 households and 274/275 plots of land has been completed. The compensation plan for graves, rice fields and the plan for moving the power line have been established and publicized. After the publicization period, 100% of households with graves within the land acquisition boundary agreed with the compensation and support plan for 21 graves; 103 compensation and support plans for rice fields and the plan for moving the power line have been established and publicized.
