At the beginning of the session, Deputy Prime Minister Tran Luu Quang, authorized by the Prime Minister, will present a report on the implementation of a number of resolutions of the 14th National Assembly on thematic supervision and questioning and the National Assembly's resolutions on thematic supervision and questioning from the beginning of the 15th term to the end of the 4th Session.
Regarding the fields of Justice; Home Affairs; Security, Order, and Social Safety; Inspection, Handling of Complaints and Denunciations, Deputy Prime Minister Tran Luu Quang stated: Clearly identifying the task of building and perfecting legal institutions and organizing their implementation as a key task, the Government and the Prime Minister have focused on directing the timely institutionalization of policies, orientations, and Resolutions of the Party and the National Assembly; focusing on removing difficulties, obstacles, and bottlenecks in socio-economic development, ensuring the legitimate and legal rights and interests of people and businesses.
Specifically, since the beginning of the term, the National Assembly has approved 3 Resolutions on the annual law and ordinance building program; 25 draft laws and resolutions; the Government, the Prime Minister and ministries and branches have issued 116 documents, including 68 Decrees to detail the laws and resolutions that have come into effect.
The work of inspecting and reviewing legal documents is regularly directed. The work of enforcing civil judgments and monitoring the enforcement of administrative judgments is increasingly effective; complicated and prolonged cases, and the handling of the recovery of assets appropriated or lost in economic and corruption cases are resolutely directed.
Continue to effectively implement the Law on State Compensation Liability and regulations on compensation work in all three areas of administrative management, litigation and judgment enforcement.
Promote decentralization and delegation of power; review and improve the organizational apparatus; resolutely reorganize, merge and consolidate organizations that do not meet the criteria and conditions for establishment, especially organizations within ministries, branches and localities.
Review the organization and operation of public service units according to the approved planning, ensure maximum reduction of focal points, strengthen the implementation of the autonomy mechanism, and promote socialization. Continue to rectify the situation of cadres and civil servants shirking responsibility, fearing responsibility, and fearing mistakes in performing public duties; issue a Government Decree on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, and dare to take responsibility for the common good.
Effectively implement the National Strategy on Crime Prevention for the period 2016 - 2025. Crime prevention, violations of laws on security and order, and handling of complaints and denunciations are carried out right from the grassroots.
Strengthen prevention and combat against all types of crimes; focus on eliminating drug trafficking and illegal transportation lines. Strengthen state management of security and order; connect the National Population Database with national and specialized databases. Improve the effectiveness of receiving and handling denunciations and reports of crimes. Ensure independence, sovereignty, territorial integrity, political stability, security and order in rural areas, borders and islands.
Seriously and effectively implement the National Assembly's Resolutions on inspection, citizen reception, complaint and denunciation settlement, and corruption and negativity prevention and control. The annual inspection plan has been developed with a focus on sensitive areas with high risk of corruption; the delay in issuing inspection conclusions has been basically overcome. The situation of mass complaints has been basically controlled.
The 2023 Asset and Income Verification Plan has been implemented; the implementation plan for the National Database Project on Asset and Income Control is being urgently completed.
However, besides the achieved results, these areas of work still have shortcomings, limitations, difficulties and challenges.
The backlog of documents detailing laws and resolutions that have come into effect has not been completely resolved. The reduction and simplification of administrative procedures is sometimes slow, not timely, and not drastic; the arrangement and consolidation of a streamlined, effective, and efficient apparatus, the reduction of focal points, and the reduction of intermediate levels, still have shortcomings.
Security, social order and safety, and crime in some areas and fields still have potential complications, especially drug crimes and cyber crimes; there have been a number of serious fires and traffic accidents, and a number of complicated mass complaints and denunciations...
Deputy Prime Minister Tran Luu Quang emphasized that in recent times, the Government and the Prime Minister have focused on directing ministries, branches and localities to seriously implement the National Assembly's Resolutions on thematic supervision and questioning, achieving many positive results, contributing to the effective implementation of the socio-economic development goals and tasks set out. Of which, many tasks have been completed, creating positive changes in various fields and a number of regular and long-term tasks are being vigorously implemented. However, some tasks are still slow to be implemented, not meeting the requirements set out due to many objective and subjective reasons and continue to need time to complete.
