Decree 47/2022 has just been issued, prohibiting the "modification" of cars with a capacity of 10 seats or more into cars with less than 10 seats (including the driver) to carry passengers.
This is a new regulation, supplementing Clause 3, Article 13 of Decree 10/2020 of the Government issued earlier. Specifically, vehicle owners are not allowed to convert cars with a capacity of 10 seats or more into cars with less than 10 seats (including the driver) for passenger transport business.
Decree 47/2022 also prohibits the use of cars with similar designs to cars with 9 seats or more (including the driver) for the business of transporting passengers by taxi. These two regulations will take effect from September 1, 2022.
The practice of modifying cars with 10 or more seats into smaller ones for transportation purposes is common among transportation companies in Vietnam. Many companies use the name "limousine" to name these models, even though limousines are traditionally used to refer to extended sedans with luxurious interiors.

The characteristic of a "limousine" bus is that the seats are omitted from the original bus (usually 16 seats). This type of bus can carry fewer passengers but has more space, more equipment, and more comfort for the passengers. These types of buses are still registered and circulated on the road.
Cars that have been renovated and granted badges and plates before September 1 will continue to be used for passenger transport business until the end of their term of use according to the provisions of Decree 47/2022.
