Reply:The People's Committee of Hai Duong province has just issued Decision No. 22/2024/QD-UBND dated July 12, 2024 detailing the criteria for awarding the titles of "Cultural Family", "Cultural Village, Residential Group", "Typical Commune, Ward, Town" in the province. It clearly stipulates the criteria for communes, wards, and towns to be recognized as typical as follows:
I. Well perform assigned socio-economic, national defense, security, order and social safety tasks
1. Ensure social order and security, combat and prevent crimes and other violations of the law.
2. Cooperation and association for social development. Specifically: having a mechanism to attract more and more farmers, individual economic households and organizations to participate in the collective economy and cooperatives, contributing to job creation, increasing income, improving people's lives in the area, enhancing the image and position of the locality. Having policies to support the development of local OCOP products (if any); increasing incentives to participate in fairs, trade promotion...
3. Carry out local military and defense work well. Specifically: Ensure the number of citizens of military service age according to regulations; No citizens fail to complete military service.
II. Stable economic life and gradual development
1. Average income per capita is equal to or higher than the previous year (equal to or higher than the average income per capita of the province in the scoring year).
2. The multidimensional poverty rate is lower than the local average (lower than the average multidimensional poverty rate of the province in the proposed year).
3. The power system ensures safety in the area (100% of households have safe and stable electricity for daily life and production).
4. Organize, manage, use for the right purposes and operate effectively public works, schools, and medical stations (no disputes, complaints about facilities, land, or reports of waste of infrastructure facilities, etc.)
III. Healthy and rich cultural and spiritual life
1. Percentage of villages and residential groups achieving the title of cultural village and residential group in the year (100%).
2. Cultural and sports institutions have adequate facilities and equipment; are managed and used for the right purposes, and operate regularly and effectively.
3. Percentage of households practicing civilized lifestyles in weddings, funerals, and festivals (100%).
4. Preserve and promote historical and cultural values, scenic spots and traditional cultural and sports activities of the locality.
IV. Safe, friendly environment, clean and beautiful landscape
1. Implement measures to protect the environment and prevent fire and explosion.
2. Cemeteries and crematoriums (if any) must meet regulations and comply with local planning.
3. Percentage of households using clean water according to standards from centralized water supply system (100%).
4. Landscape, green - clean - beautiful, safe space; no stagnant domestic wastewater in concentrated residential areas.
V. Strictly comply with the Party's guidelines and the State's policies and laws.
1. Propaganda and strict implementation of Party policies and State laws.
2. Deploy online public services to serve people and businesses in accordance with regulations (100%).
3. Organize the implementation of grassroots democracy regulations, creating conditions for people to participate in monitoring the implementation of policies and laws of local authorities.
4. Communes, wards and towns that meet legal access standards (have a decision recognizing communes, wards and towns that meet legal access standards).
This decision takes effect from July 25.
