Ministry of Health proposes to increase on-duty and surgical allowances, maximum 790,000 VND

According to the new proposal of the Ministry of Health, the allowance for employees participating in 24-hour duty at grade I hospitals will increase by 210,000 VND, and the main surgeon performing special operations will receive 790,000 VND.

A 24-hour shift of a doctor at a grade I or special hospital is currently paid an allowance of VND115,000.

The Ministry of Health is drafting a Prime Minister's Decision regulating a number of special allowance regimes for civil servants, public employees, and workers in public health facilities and anti-epidemic allowance regimes.

Currently, the levels of regular allowances, surgery and procedure allowances, epidemic prevention allowances and meal allowances for the subjects are applied in Decision No. 73/2011 of the Prime Minister. At the time of application under Decision No. 73, the basic salary was 830,000 VND; after 13 years, the basic salary increased to 2,340,000 VND (an increase of 182%). The allowance level under Decision 73 is assessed by the Ministry of Health as "too low and no longer suitable" with the current economic and living situation.

Employees working 12/24 hour shifts are entitled to a rate equal to 0.5 times the 24/24 hour on-call allowance.

Employees who work 12/24 hour shifts on weekly days off, holidays, and Tet holidays receive a rate equal to 0.5 times the 24/24 hour shift allowance.

Employees working 16/24 hour shifts are entitled to a rate equal to 0.75 times the 24/24 hour on-call allowance.

If on duty in the emergency resuscitation area or the special care area, the on-duty allowance is calculated at 1.5 times the above prescribed level; if on duty on a weekly day off, the on-duty allowance is calculated at 1.3 times the above prescribed level; if on duty on holidays or Tet, the on-duty allowance is calculated at 1.8 times the above prescribed level.

Proposal on surgical allowance level of the Ministry of Health; surgical allowance level is 0.3 times the surgical allowance level of the same type.

According to Decision 73, the main surgeon of a special surgery has an allowance of only 280,000 VND. According to the new proposal, the increase is 510,000 VND (more than 2.8 times the current level). For type I, type II, type III surgeries, the increase for the main surgeon is: 230,000 - 120,000 and 95,000 VND, respectively.

The anesthesiologist or main anesthetist in a special surgery is currently entitled to 280,000 VND. According to the new proposal, the allowance will increase to 565,000 VND (an increase of 285,000 VND). For type I, type II, and type III surgeries, the increase for this group of subjects will be: 130,000 - 80,000 and 35,000 VND, respectively.
