From 2025, the regulation requiring owners to change their vehicle registration when changing their residence to another province or city will be abolished; license plates of vehicles winning at auction will be attached with a separate identification stamp.
This is one of the new points of Circular 79/2024 issued by the Ministry of Public Security, replacing Circular 24/2023, regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes.
Circular 24/2023 stipulates that within 30 days of changing the head office address or place of residence to another province or city, citizens must go to the vehicle registration office to complete the procedures for issuing and changing the vehicle registration certificate and license plate.
However, in Article 6 of Circular 79/2024, the responsibility to change vehicle registration when the owner changes his/her place of residence has been abolished. Accordingly, the vehicle owner only needs to go to the vehicle registration office to complete the procedure to change the certificate and license plate in case of changes in information about the vehicle owner's name, identification number or when the registration certificate expires as prescribed in current regulations.
If needed, the vehicle owner can still change the vehicle registration certificate to the new address. When completing the procedure, citizens need to submit the vehicle registration certificate and the vehicle file confirmation request to the management agency to issue the file confirmation. Then, the vehicle owner declares the vehicle registration and submits the file confirmation to the vehicle registration agency at the new address to change the "registration".
In addition, other responsibilities of the vehicle owner will remain the same as present, that is, when transferring ownership such as selling, giving away, inheriting, the vehicle registration and license plate must be retained. This registration and license plate must then be submitted to the registration authority for revocation procedures.
In case of transferring vehicle ownership with the auction winning license plate, the citizen must submit the vehicle registration certificate to the registration authority to carry out the revocation procedure.
Within 30 days of selling the vehicle, the vehicle must be recalled or the registration and license plate must be handed over to the "buyer" for retrieval. If the vehicle owner does not complete the recall procedure after selling the vehicle, he/she will be held legally responsible for any violations related to that vehicle.
Auction winning license plates are attached with unique identification stamps.
Regarding the first vehicle registration procedure, Circular 79 has a new regulation on auctioned vehicles and vehicles using clean energy.
Accordingly, the owner of the auctioned vehicle, the vehicle using clean energy, green energy, and environmentally friendly will be returned the vehicle registration certificate, license plate with identification stamp according to regulations via public postal service.
The winning license plate will have a round stamp, 30 mm in diameter, red and yellow background, blue letters; designed with specialized security software, anti-counterfeiting. The stamp is printed in color with anti-fade ink on peel-and-stick decal material.
License plates for vehicles using clean energy, green energy, and being environmentally friendly have a circular identification stamp, 30 mm in diameter, and a green background.
