The Ministry of Transport agreed to the proposal to build the Bac Ninh-Pha Lai expressway from the Bac Ninh provincial budget.

The Ministry of Transport agrees and supports the People's Committee of Bac Ninh province to study and invest in the construction of the Bac Ninh-Pha Lai expressway from Ring Road 4 to National Highway 18.

The Ministry of Transport has just sent an official dispatch to the People's Committee of Bac Ninh province regarding investment in the construction of the Bac Ninh-Pha Lai expressway, from Ring Road 4 to National Highway 18.

According to the report of the Ministry of Transport, the Noi Bai-Bac Ninh-Ha Long expressway is 146km long, with a scale of 4 lanes, and the investment process before 2030, of which the Bac Ninh-Hai Duong section is 22km long.

Currently, the Noi Bai-Bac Ninh-Ha Long expressway is investing in the section from Ring Road 4-Capital Region to Hanoi-Bac Giang expressway, about 9.7km long, part of the Ring Road 4 investment project, expected to be completed in 2026; the remaining section from Ring Road 4 to National Highway 18, 10.3km long, has not been invested in yet.

To soon complete the Bac Ninh-Hai Duong expressway section as planned, the Ministry of Transport believes that research and investment in the expressway section from Ring Road 4 to National Highway 18 is necessary.

In the context that the State budget allocated to the Ministry of Transport is still limited and it is not possible to balance the investment arrangement for the expressway section from Ring Road 4 to National Highway 18 in the medium term of 2021-2025, the Ministry of Transport agrees and supports the People's Committee of Bac Ninh province to study and invest in the construction of the Bac Ninh-Phai Lai expressway section from Ring Road 4 to National Highway 18 using local budget capital to meet transportation needs, support socio-economic development, and promote the investment efficiency of the Ring Road 4 route being implemented.

On the other hand, the Ministry of Transport also explained that according to the provisions of Clause 4, Article 8 and Clause 4, Article 28 of the Road Law (effective from January 1, 2025), national highways and expressways can be invested by the Ministry of Transport/localities when decentralized or approved by the Prime Minister for management.

Therefore, the Ministry of Transport requests the People's Committee of Bac Ninh province to review the socio-economic development needs and the local resource allocation capacity to report to the Prime Minister to assign the People's Committee of Bac Ninh province to manage and invest in the above expressway section. The Ministry of Transport will closely coordinate in the implementation process.

Previously, the People's Committee of Bac Ninh province sent an official dispatch to the Ministry of Transport regarding the investment in the construction of the Bac Ninh-Pha Lai expressway, from Ring Road 4 to National Highway 18.

This is an investment project to build National Highway 18, the section from Yen Gia intersection (Ring Road 4) to the old National Highway 18, Bac Ninh province, 10.3km long with the starting point Km0+00 (intersection with Ring Road 4); the end point Km10+300 (intersection with National Highway 18).

According to the proposal of the People's Committee of Bac Ninh province, the project cost of about 3,600 billion VND will be mobilized from the Bac Ninh provincial budget and other legal sources.
