The Ministry of Education and Training (MOET) has just sent a document to the Provincial People's Committee on strengthening the direction and implementation of tasks for the 2024-2025 school year.
The Ministry requested the People's Committees of provinces and centrally-run cities to direct educational institutions to strictly implement regulations on the time for students to return to school and organize the opening ceremony of the 2024-2025 school year uniformly across the country on the morning of September 5. Organize the opening ceremony in a concise manner, suitable to the reality and conditions of the locality and school.
The opening ceremony of the new school year consists of two parts: The ceremony is organized briefly but solemnly with the following rituals: Salute the flag, sing the National Anthem (do not use music with pre-recorded lyrics), read the letter from the President... The festival part organizes absolutely safe and healthy collective recreational activities, creating a joyful and exciting atmosphere for the opening day of the new school year.
In case it is not possible to recruit enough teachers according to the quota, implement teacher contracts to implement the policy of "having students, there must be teachers in the classroom" in accordance with the actual situation in the locality.
Along with that, localities deploy solutions to strengthen state management responsibilities to properly implement regulations on financial revenue and expenditure management, publicize revenue and expenditure from the beginning of the school year; on the selection, supply, and use of local textbooks, educational materials, and reference materials.
The Ministry of Education and Training also requested localities to develop and implement plans to support poor and near-poor students, policy beneficiaries, students in difficult and disadvantaged circumstances, in remote and isolated areas, and students from ethnic minority areas, with sufficient textbooks, school supplies and other essential conditions; so that no student is unable to go to school due to difficult circumstances.
Provincial People's Committees direct educational institutions to proactively coordinate with publishers and relevant organizations and individuals to organize the supply of textbooks in the area, ensuring quality; absolutely not allowing delays or shortages of textbooks and learning materials when the new school year begins.
