Hai Duong Tropical Diseases Hospital proposes to build a 5-storey multi-purpose building

Reporting at the meeting, Director of Hai Duong Tropical Diseases Hospital Nguyen Van Hai said that Hai Duong Tropical Diseases Hospital, a provincial level II specialist hospital (level 2), was assigned to implement a partial financial autonomy mechanism. The number of patients coming to the unit for examination and treatment has increased in recent years. The hospital's revenue has therefore increased gradually, meeting the budget and basically ensuring the expenses for the unit's activities.

However, the hospital has only been established for 5 years, and the infrastructure has not been invested in synchronously, limiting the ability to attract patients for treatment, especially inpatients. Equipment for diagnosis and treatment is still lacking according to the standards of the Provincial People's Committee. Low revenue makes it difficult to attract highly qualified staff. The hospital currently has 82 staff, but only 16 doctors, equal to 19.5%, lower than the standards prescribed by the Ministry of Health (from 20-22%).

Hai Duong Tropical Diseases Hospital is a specialized hospital, without initial medical examination and treatment registration. The hospital's target patients are infectious patients and HIV patients. This is a group of patients with difficult circumstances, so the expansion of medical examination and treatment services is very limited. Although the number of patients coming for examination is large, the revenue is still low. The process and time for approving purchasing activities are still stuck and prolonged, causing a local shortage of treatment drugs. Many patients requesting to be transferred to higher levels is a part of the decrease in the hospital's revenue. The price of medical examination and treatment services has not been calculated correctly and fully, which has greatly limited the ability to invest and regenerate resources.

The hospital proposed that the province pay attention to providing funding to invest in the construction of a 5-storey multi-purpose building to deploy the examination, testing and imaging diagnostic area and the administrative area); repair the 9-storey building to make an inpatient treatment area, ensuring the increase of the number of hospital beds from 80 to 200-250 beds; provide funding to purchase medical equipment according to the norms of the Provincial People's Committee... Allow the merger of the Department of Infectious Diseases of the Provincial General Hospital into the Tropical Diseases Hospital to centrally treat infectious diseases in the province in accordance with Resolution No. 136/2015/NQ-HDND dated December 10, 2015 of the Hai Duong Provincial People's Council on adjusting and supplementing the planning for the development of the health system in Hai Duong province to 2020 and orientation to 2030. Request the province to promptly pay the Covid-19 epidemic prevention and control fund from the fourth quarter of 2021 to present...

Concluding the meeting, Mr. Nguyen Khac Toan, Vice Chairman of the Provincial People's Council, requested Hai Duong Tropical Diseases Hospital to coordinate with departments and branches to review the planning and facilities to advise the province to include proposed new construction and repair items and works in the public investment plan for 2024 and 2025. The Department of Finance coordinates with the province to consider the decision to allocate the budget and guide the hospital to proactively grasp the source of investment and repair funds to have a plan to maintain stable operations. Advise the Provincial People's Committee to pay the Covid-19 epidemic prevention fund to medical facilities, including Hai Duong Tropical Diseases Hospital, this year.

The Department of Health coordinates to review, research and advise on the issuance of a new resolution on adjusting and supplementing the development plan of the health system in Hai Duong province, paying attention to the assignment of staff, apparatus, and adjusting appropriate operational functions; continuing to research solutions to attract high-quality human resources, retain good and skilled doctors, etc.
