Previously, on the evening of December 20, the Investigation Agency of the Supreme People's Procuracy had drawn up a record of the flagrant violation of Ms. Kim Thanh Hanh for accepting bribes. On the morning of December 21, this agency conducted a search of Ms. Kim Thanh Hanh's office at the Ho Chi Minh City Civil Judgment Enforcement Department.
According to initial information, bailiff Kim Thanh Hanh was assigned to execute the judgment that Mr. Chu Steven Le (Canadian nationality) and his wife, Ms. Nguyen Thi Bich Ngan (American nationality) must pay Mr. Nguyen Quoc Vuong (residing in Ho Chi Minh City) more than 2.5 billion VND.
After executing the judgment, bailiff Kim Thanh Hanh demanded that Ms. Ngan give her 350 million VND so that Hanh could complete the procedure to cancel the decision to temporarily suspend her exit from the country that the Ho Chi Minh City Civil Judgment Enforcement Department had previously issued against Ms. Ngan.
On the evening of December 20, Ms. Hanh made an appointment with the person concerned to come to a maternity hospital in Tan Binh district, which was the location for the money transfer. While the money transfer was taking place, investigators from the Supreme People's Procuracy's Investigation Agency caught them red-handed.
