Arrest of Tan Hiep Phat Group Chairman Tran Qui Thanh

The Ministry of Public Security's Investigation Police Agency (C01) has issued a decision to prosecute and temporarily detain Mr. Tran Qui Thanh - Chairman of Tan Hiep Phat Trading and Service Company Limited.

Mr. Tran Qui Thanh is being investigated by C01 for the crime of abuse of trust to appropriate property.

The case involving the chairman of Tan Hiep Phat Group was prosecuted by C01 in March 2021 to clarify the controversy related to the complaint against Mr. Thanh's family.

However, in November 2022, the Ministry of Public Security's Investigation Agency temporarily suspended the investigation of the case due to the expiration of the deadline and the need to clarify some further contents related to the appraisal work.

Specifically, the case was initiated based on the complaint of Mr. Le Van Lam - General Director of Kim Oanh Investment and Development Joint Stock Company - and a number of other individuals accusing Ms. Tran Uyen Phuong and Tran Ngoc Bich and a number of individuals of committing fraud and appropriating assets, which are real estate projects of particularly great value in Ho Chi Minh City and Dong Nai.

Ms. Uyen Phuong and Ms. Ngoc Bich are the daughters of Mr. Tran Quy Thanh - Chairman of Tan Hiep Phat Group.

According to the complaint, Mr. Thanh and a number of related individuals abused trust to appropriate assets and evade taxes through the transfer of projects and business shares, causing losses of more than VND1,000 billion to Kim Oanh Investment and Development Joint Stock Company.

Previously, in December 2020, the Ho Chi Minh City People's Committee received a request from the Ministry of Public Security to prevent all changes (transactions of transfer, purchase, sale, donation, pledge, mortgage...) and requested to provide all documents and legal documents related to 33 land plots in Binh Tan District and Thu Duc City, all of which are under the name of Ms. Tran Uyen Phuong.

In Dong Nai, at the request of the Ministry of Public Security, the Provincial People's Committee has requested departments, branches and the People's Committee of Long Thanh district to maintain the status quo, legal procedures and temporarily suspend all changes to Minh Thanh Dong Nai Real Estate Joint Stock Company and the planned residential service area project in An Phuoc commune, Long Thanh district (invested by Minh Thanh Dong Nai Real Estate Company).

These real estate companies and projects in Dong Nai are also involved in the complaint against Mr. Thanh and Ms. Uyen Phuong's family.
