The Executive Committee of the Hai Duong Provincial Party Committee, term XVII, approved many important contents.

Comrades: Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.

The conference thoroughly grasped and implemented many new documents of the Central Committee, including: Conclusion 126-KL/TW, dated February 14, 2025 of the Politburo and the Secretariat on a number of contents and tasks to continue to arrange and streamline the organization and apparatus of the political system in 2025; Decision No. 263-QD/TW, dated February 14, 2025 amending and supplementing a number of contents of Decision No. 35-QD/TW, dated October 15, 2021 of the Politburo promulgating the Procedure for handling disciplinary complaints of the Party Central Committee, the Politburo, and the Secretariat; Regulation No. 262-QD/TW, dated February 3, 2025 on amending and supplementing a number of articles of Regulation No. 22-QD/TW, dated July 28, 2021 of the Party Central Committee and the inspection, supervision and discipline work of the Party; Regulation 264-QD/TW, dated February 14, 2025, amending and supplementing a number of articles of Regulation No. 69-QD/TW, dated July 6, 2022 of the Politburo on disciplining party organizations and party members who violate the law.

The conference approved the Action Program of the Provincial Party Executive Committee to implement Conclusion No. 123-KL/TU dated January 24, 2025 of the Central Party Executive Committee; projected economic growth targets for the 2026 - 2030 period of Hai Duong province; discussed the Working Regulations of the Provincial Party Executive Committee, the Provincial Party Standing Committee, the Provincial Party Standing Committee, term XVII, term 2020 - 2025 (amended and supplemented) in accordance with the arrangement and streamlining of the apparatus of the provincial political system and approved the Working Regulations of the Provincial Party Inspection Committee, term XVII (amended and supplemented).

Implementing the process of introducing additional personnel to the Provincial Party Committee's Inspection Committee for the 2020-2025 term (step 3), the members of the Provincial Party Committee voted to introduce 1 comrade with a high concentration of votes.

Concluding the conference, Provincial Party Secretary Tran Duc Thang said that after nearly 3 months of implementation, with a spirit of urgent work and high responsibility, Hai Duong province has basically completed the task of arranging and streamlining the organizational apparatus according to the direction of the Central Government.

To achieve the above results, there are contributions from many leaders at all levels who set an example, promote a sense of responsibility, voluntarily apply for early retirement to facilitate the arrangement of the organizational apparatus and create opportunities for the younger generation of cadres to continue their development.

The Provincial Party Secretary congratulated, commended and expressed gratitude for the contributions of the comrades who voluntarily retired early. They are shining examples for cadres and party members in the entire political system of the province to learn, behave and act.

The Provincial Party Secretary emphasized that in 2025, there are still many important tasks that need to be focused on implementing; especially successfully organizing Party Congresses at all levels towards the 14th National Party Congress; continuing to operate the new organizational apparatus to ensure efficiency, effectiveness and efficiency. In particular, it is necessary to focus on drastically implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Conclusion No. 123-KL/TW on the Supplementary Project on socio-economic development in 2025.

The Provincial Party Secretary believes that with the spirit of solidarity, determination, determination, efforts and endeavors of the entire Provincial Party Committee and the entire provincial political system, Hai Duong will successfully carry out the set goals and tasks, creating a new position and strength to join the whole country in entering an era of strong and prosperous development.

The Provincial Party Executive Committee assigned the Provincial Party Committee's Organizing Committee, the Provincial Party Committee's Inspection Committee and the Provincial Party Committee Office to absorb the opinions at the conference and advise on completing the agreed contents according to regulations.

At the conference, the Standing Committee of Hai Duong Provincial Party Committee awarded certificates of merit from the Standing Committee of the Provincial Party Committee to 12 cadres under the management of the Standing Committee of the Provincial Party Committee who requested early retirement to facilitate the arrangement of the organizational apparatus.

Hai Duong strives for economic growth of at least 10.2% in 2025

At the conference, the Hai Duong Provincial Party Committee approved the Action Program to implement Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee on the Project to supplement socio-economic development in 2025 with a growth target of 8% or more.

With the goal of striving to "become a modern industrial province by 2030, a dynamic industrial center of the Red River Delta, with a large-scale economy in the country, synchronous economic and social infrastructure; a green, smart, modern urban system, rich in Eastern cultural identity; achieving a number of criteria of a centrally-run city", the Provincial Party Committee has set out many specific goals and solutions.

Hai Duong strives to achieve the economic growth target of at least 10.2% in 2025 (target assigned by the Government) and strives to reach 12%. Thereby contributing to the successful implementation of the goals and tasks of the Resolution of the 17th Provincial Party Congress, consolidating and preparing a solid foundation to create momentum for the province's development in the next 5 years (2026 - 2030).

To achieve the above goals, the Provincial Party Committee requires Party committees and authorities at all levels in the province to focus on improving the effectiveness and efficiency of the political system, completing the arrangement and streamlining of the apparatus in a synchronous and timely manner according to the direction of the Central Government; strongly improving the business environment, enhancing competitiveness; clearing and effectively using investment resources, promoting the leading role of public investment; accelerating and ensuring the progress of implementing important works and projects serving socio-economic development; strongly promoting new growth drivers, in which continuing to closely coordinate with ministries, branches and central agencies to complete and submit to competent authorities for approval the Project on Construction of Hai Duong Specialized Economic Zone...

After reviewing 15 main indicators for socio-economic development in 2025, Hai Duong has 14/15 indicators that ensure consistency between the province's development and the conclusions and resolutions of the Central Committee. For the remaining indicator, the Provincial Party Committee decided to take the indicator of the ratio of development investment capital in the area compared to GRDP in 2025 to reach 33.6%, higher than the Government's target (33.5%).

The Provincial Party Executive Committee also agreed on the plan to project the province's growth target for the 2026 - 2030 period to maintain the average economic growth target (GRDP) for the 2026 - 2030 period at a minimum of 11%.
