Hai Duong has 5 wards that are not allowed to raise livestock in the entire ward and are all in Hai Duong city.
Those are the wards: Quang Trung, Le Thanh Nghi, Tran Hung Dao, Tran Phu and Nguyen Trai.
These are inner-city wards that no longer have agricultural land. People are not allowed to raise livestock or poultry on any scale, except for pets that do not pollute the environment.
In addition to the above 5 wards, the remaining 13 wards of Hai Duong City all have areas where livestock farming is not allowed in densely populated areas. The remaining areas such as transition areas or areas that ensure distance according to regulations in Circular 18/2023/TT-BNNPTNT dated December 15, 2023 of the Ministry of Agriculture and Rural Development are still allowed to raise livestock.
On November 14, the Provincial People's Council passed a Resolution regulating areas within the inner city of cities, towns, townships, and residential areas where livestock farming is not allowed and support policies when relocating livestock farms out of areas where livestock farming is not allowed in Hai Duong province. The regulation will take effect from November 24 (See resolution and appendix here).
Accordingly, the whole province has 370 residential areas in 56 wards and towns in 12 districts, towns and cities that must comply with the above regulations. Chi Linh city, Kinh Mon town and Hai Duong city are the localities with the most areas where livestock farming is not allowed.
According to the Department of Animal Husbandry and Veterinary Medicine, Hai Duong currently has 510 livestock households (accounting for 0.21% of the total number of livestock households in the province) that are not allowed to raise livestock according to the above regulations.
Of these, 469 households (accounting for 91.96%) raise livestock on a small scale, household scale (less than 10 livestock units), 40 households (accounting for 7.84%) raise livestock on a small scale farm (from 10-30 livestock units) and 1 household (accounting for 0.2%) raise livestock on a medium scale farm (from 30-100 livestock units).
The total number of livestock and poultry in the area where farming is not allowed is about 48,000, accounting for 0.27% of the total livestock and poultry herd in the province. Therefore, the implementation of the above regulation basically does not greatly affect the development of livestock production in the province.
Up to now, there is only one farm with a scale of 20,000-25,000 egg-laying hens in Nam Sach town that needs to relocate its breeding facility to a new location. Specialized agencies will coordinate to implement support policies according to regulations.
