5 major issues that voters and people petitioned the National Assembly

On the morning of May 20, at the opening session of the 7th Session of the 15th National Assembly, Politburo member, Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report summarizing opinions and recommendations of voters and people sent to the Session.

Prices of essential goods remain high while wages have not increased

The report stated: In the context of many complex, rapid, and unpredictable developments in the world, affecting the situation and results of the implementation of the country's socio-economic development tasks, voters and people highly appreciate the Party and State, headed by General Secretary Nguyen Phu Trong, for promptly and comprehensively directing important issues of the country, achieving many results in many fields. The people's trust in the Party and State continues to be consolidated and strengthened.

Regarding economic recovery and development, voters and people are happy, excited, and highly appreciate the gross domestic product in the first quarter of 2024 increasing by over 5.6% compared to the same period in 2023, the highest in the past 4 years. Major balances are ensured, basically maintaining the value of the Vietnamese currency. Key national projects on transportation and electricity, especially highway projects, are being accelerated; difficulties are being actively removed, promoting the recovery of 12 loss-making investment projects, now there are a number of profitable production and business projects; budget revenue meets and exceeds the plan, and public investment disbursement has changed positively.

While industrial and service production are facing difficulties and some supply chains are broken, the growth of the agricultural sector of nearly 3% over the same period is a remarkable result, truly a pillar of the economy in difficult times... The Party and the State, directly the Government and the Prime Minister, always pay attention to promptly and harmoniously resolving newly arising issues related to the interests of the people, creating high consensus in implementing economic development tasks and ensuring social security.

However, voters and people are still concerned and worried about the fact that the number of dissolved and suspended enterprises has not shown any signs of decreasing; the number of workers who have stopped working, quit their jobs, or withdrawn their social insurance at one time has increased; the prices of fertilizers, pesticides, electricity, and air tickets continue to increase; the consumption of agricultural, forestry, and fishery products is still difficult; the recovery of the tourism economy is not yet stable; the implementation of the 3 National Target Programs is still slow; the prices of essential goods are still high while wages have not increased, which has somewhat affected the lives of employees, wage earners, and unemployed workers with unstable incomes.

Concerns about the shortage of medical supplies and drugs

In the field of culture and society, voters and people acknowledged that the Education and Training sector has paid attention to and listened to diverse opinions to innovate and adjust mechanisms and policies, add more staff, and pay attention to and improve political and ideological work in the sector. Initially, solutions have been proposed to remove difficulties to stabilize and develop preschool education. However, voters and people are still worried and concerned that the needs of students studying in public schools are high but the ability to meet them is limited; vocational training has not met the requirements of job creation for people of working age, especially young people in rural, remote and isolated areas.

Voters and people highly appreciate the health sector for its efforts and active advice to perfect the institution; gradually improve the effectiveness and efficiency of state management of health, medical examination and treatment, and health care for the people; continue to consolidate, improve, and enhance the quality of operations of the grassroots health sector; some problems that have existed for many years have been gradually resolved, and the team of doctors, medical staff, and employees are more secure in their work.

In addition, voters and people are still concerned about the shortage of some supplies, medicines, and medical equipment for medical examination and treatment. The quality of medical examination and treatment at the grassroots level is still low, and there is still an overload situation at central hospitals. The list of health insurance drugs is still inadequate, not really the main source of assurance for people when going to see a doctor or get treatment.

In the field of security, order and social safety, voters and people acknowledged and highly appreciated the results of the work of ensuring national security, social order and safety, contributing to serving the political tasks and socio-economic development of the country. Voters and people highly agreed and welcomed the determination to control alcohol concentration to prevent traffic accidents.

However, voters and people believe that there are still complex security factors in cyberspace, there are still some particularly serious traffic accidents and work accidents that kill and injure many people; the risk of unsafe fire and explosion is still high.

In the fields of land, environmental protection, natural disaster prevention and control, voters and people, including overseas Vietnamese and international organizations, highly appreciated the efforts of the Party, State, National Assembly, Government, ministries, branches and localities in listening to the opinions of businesses and people, synthesizing, analyzing, absorbing and perfecting, and passing the Land Law (amended), basically meeting practical requirements. However, voters and people are still worried about extreme weather, heat, drought, saltwater intrusion, lack of water for production and people's daily life, especially in mountainous areas, the Central Highlands, and the Southwest; storms causing landslides in mountainous areas, along rivers and streams in the Northwest...

There are no forbidden zones in dealing with corruption and negativity.

Regarding the work of preventing and combating corruption, negativity and waste, voters and people highly appreciate the work of preventing and combating corruption and negativity under the leadership of the Party, headed by General Secretary Nguyen Phu Trong, Head of the Central Steering Committee on preventing and combating corruption and negativity. This work continues to achieve important and comprehensive results, "words go hand in hand with actions", there are truly no forbidden areas, no exceptions, regardless of who the person is; the authorities not only handle violators promptly, strictly, reasonably and sympathetically, but also recover many assets for the State. The activities of the provincial Steering Committee on preventing and combating corruption and negativity have initially achieved some remarkable results.

Voters and people agree and support the Party and State for promptly resolving the issue so that a number of high-ranking officials who violated the things that Party members are not allowed to do and the responsibility to set an example are relieved from their assigned responsibilities; at the same time, they strongly believe that the Party and State "will not stop, will not rest" in this difficult and complicated struggle.

Voters and people highly appreciate the efforts of the Home Affairs sector in preparing conditions for reforming salary policies from July 1, 2024. The Ministry of Home Affairs has paid attention to the opinions of voters and people to make necessary adjustments in the organization and arrangement of administrative units at district and commune levels for the period 2023 - 2030... The work of receiving people, resolving opinions and recommendations of voters and people in many localities after supervision by the National Assembly, the Vietnam Fatherland Front and People's Councils at all levels has improved, the rate of resolving petitions, recommendations and complaints is quite high.

However, voters and people are still concerned and worried about the fact that in some localities, the implementation of policies for commune-level cadres, civil servants, and part-time workers who no longer have jobs has not been timely; some assets after the merger have not been used effectively; administrative discipline and order are not strict in some places and in some cases; there are still some administrative procedures that are no longer suitable, but are slow to be amended, supplemented or replaced, causing difficulties for businesses and people.

Removing difficulties to limit businesses from leaving the market

The report presented by Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien stated: In the current context and situation, the Presidium of the Central Committee of the Vietnam Fatherland Front recommends that the Party and State further strengthen information and propaganda work to unify awareness, create higher consensus among cadres, civil servants, and public employees, especially among the people on economic development policies, solving social issues, Party building and rectification, preventing and combating corruption and negativity, etc.; promptly detect and resolutely and strictly handle organizations and individuals who take advantage of democracy, distort the truth, "interfere" with information, especially "bad, toxic" and "slanderous" information that reduces the prestige of organizations and individual leaders, affecting the common cause of the Party, State and our people.

The Presidium of the Central Committee of the Vietnam Fatherland Front recommends that the Party and the State direct ministries, branches and localities to accelerate the implementation of national target programs, especially the Program on poverty reduction and socio-economic development in ethnic minority and mountainous areas; promptly resolve difficulties in residential land, production land, domestic water, livelihoods, social security, etc. because this is the most disadvantaged segment of the population at present.

Along with that, it is necessary to continue to remove difficulties to limit businesses from leaving the market, create conditions for businesses to restore production, create jobs for workers, because the challenge of employment and income for people is a rather fierce emerging issue; have synchronous and fundamental solutions to provide enough water for people's daily life and ensure production in some difficult areas.

At the same time, the Presidium of the Central Committee of the Vietnam Fatherland Front proposed to conduct a general review, collect all petitions of residents in apartment buildings nationwide to study and satisfactorily resolve disputes between residents and investors and management boards that are quite common today, ensuring the legitimate and legal rights and interests of residents, and being transparent for residents to monitor; recommend the Government to direct ministries, branches and functional agencies to review guiding documents and "necessary and sufficient" conditions to implement the new salary policy from July 1, 2024. In particular, it is necessary to pay attention to promptly resolving arising problems and difficulties so that the new salary policy truly motivates cadres, civil servants, public employees and salary earners to improve the quality and efficiency of serving people and businesses.

The Central Emulation and Reward Council chaired by the Prime Minister, together with the Presidium of the Central Committee of the Vietnam Fatherland Front, launched the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025" nationwide, practically celebrating the 50th anniversary of the liberation of the South, the 80th anniversary of the founding of the country, and the 14th National Party Congress. Along with mobilizing social resources, the Presidium of the Central Committee of the Vietnam Fatherland Front proposed to the Party and the State to consider allocating more resources from the state budget to support localities with difficulties to strive to achieve the goal of eliminating temporary and dilapidated houses for poor households by the end of 2025, contributing to the successful implementation of Resolution No. 42-NQ/TW dated November 24, 2023 of the Central Committee of the Party, term XIII, on continuing to innovate and improve the quality of social policies. Ministries, branches and localities further improve the quality of handling opinions and recommendations of voters and people.

The Presidium of the Central Committee of the Vietnam Fatherland Front, together with voters and people nationwide, deeply believe that under the correct and wise leadership of the Party, the effective and efficient management of the State, the support of the business community and the people, and promoting the tradition and strength of great national unity, our country will certainly seize favorable opportunities, overcome all difficulties and challenges, and strive to achieve even greater results.
