Recently, Hai Duong traffic police have been working tirelessly, day and night, to handle violations of alcohol concentration while driving, contributing to maintaining security and order.
Follow the traffic police to handle violations
The city lights were on, which was also the time we followed the Traffic Police and Order Team (Hai Duong City Police) to the streets to do our duty. The task force's goal today was to find violators in the crowded crowd.
At around 7:30 p.m., the working group's preparations were basically complete. A section of Tran Hung Dao Street from Phu Luong Bridge to Tam Giang intersection was chosen by the Traffic Police and Public Order Team of Hai Duong City Police as the location to set up a checkpoint. In addition to the main checkpoint, a number of police officers were deployed at suitable locations to ensure that no one could turn around and run away. On the sidewalk, four officers in the violation handling area were ready to bring violators to face appropriate penalties.
As the night drew to a close, the "alcohol gods" left their drinking tables to return home. With the spirit of not letting any violations escape, the officers and soldiers had to work hard. Everyone focused on observing and quickly performing their tasks to detect violations early and reduce traffic congestion.
While checking a case, suddenly comrade Pham Dinh Duc's alcohol concentration meter rang repeatedly, indicating that a violator had been detected with a concentration of 0.55 mg/liter of breath. Before being taken to the checkpoint, this case intended to turn around and run away but was quickly discovered by the authorities. When asked to check the alcohol concentration, this person was still carrying a 20-liter can of alcohol on his motorbike.
After 30 minutes, dozens of vehicle owners were asked by the authorities to stop their vehicles for alcohol testing. Some people complied immediately, but others tried to turn back like the case mentioned above. When seeing the checkpoint, Mr. TVT in Bach Dang commune (Kinh Mon) got out of his car and slowly pushed his Honda motorbike back to the checkpoint. After the inspection, Mr. T.'s breath alcohol concentration was very high at 0.81 mg/liter, twice the maximum limit (0.4 mg/liter of breath). Faced with the heavy fine, Mr. T. did not explain but quietly signed the alcohol test form and then found a quiet corner to call a relative to pick him up. People around started to discuss the fine that Mr. T. would face, which was 7 million VND and a 23-month driver's license revocation.
The campaign to capture "alcohol gods" took place in all localities.
On the night of March 8, we continued to be present at the alcohol concentration checkpoint on DH 01 Street, Dong Tam Commune (Ninh Giang). According to the judgment of Lieutenant Colonel Vu Hai Luat, Deputy Captain of the Traffic Police and Order Team (Ninh Giang District Police), today there will certainly be more violations because DH 01 is a vital route leading to the town center - where entertainment, dining and entertainment venues are concentrated. However, he did not forget to remind his teammates to be vigilant because some cases are willing to risk their lives to "pass" the checkpoint.
At 8 p.m., the authorities signaled to stop car 34A - 396.xx. The driver was Mr. Nguyen XT from Vinh Hoa commune (Ninh Giang). What surprised us was that Mr. T. is a doctor at a large clinic in the district but still violated the alcohol concentration (0.215 mg/liter of breath). Surely, Mr. T. himself understands better than anyone the dangers of driving after drinking alcohol. "I drank a little wine at home before driving to buy flowers for my wife. Because the distance was short, I was subjective, leading to the violation," Mr. T. explained.
All cases of alcohol violations handled by the traffic police do not foresee the dangers that lie ahead. Then, when faced with the law, they evade and give many reasons to justify their wrongdoings. Administrative violations can be remedied, but when a traffic accident occurs, the consequences are unpredictable.
imminent danger
In exchange for peaceful days for the people, traffic police officers have had to face many dangers. Some comrades are willing to shed blood while on duty on the road. Lieutenant Colonel Dang Xuan Hoan, Captain of the Criminal Police Team (Hai Duong City Police) is such a person.
On the night of October 7, 2023, Task Force 151 (Hai Duong City Police) conducted patrols, controlled, and handled violations of traffic order and safety. On Truong Chinh Street, the task force discovered a young man driving a motorbike without a helmet and driving at high speed, so they signaled him to stop for inspection. Ignoring the request of the police, the young man turned the wheel and ran straight into Lieutenant Colonel Dang Xuan Hoan. The strong collision caused Mr. Hoan to fall onto the road, resulting in serious facial injuries. The person who hit Mr. Hoan was Nguyen Duc H. (born in 2005), residing in Nam Dong Ward (Hai Duong City). When committing the crime, H. violated the alcohol concentration of 0.375 mg/liter of breath.
The most recent case is Vu Duc B. (born in 1971) in Dai Son commune (Tu Ky) used a helmet to hit a traffic police officer in the face of Tu Ky district while on duty. Or comrade Do Khanh Toan, an officer of the Road Traffic Police Team No. 2 under the Traffic Police Department (Provincial Police) was seriously injured when a subject drove straight into him with a motorbike. These are just 3 of many cases of traffic police in the province being assaulted while on duty. It can be seen how dangerous it is when "drunk" is in control of a vehicle. They seem to lose all reason, behave like thugs and cannot foresee the consequences.
According to Major Nguyen Manh Duc, Deputy Captain of the Traffic Police and Order Team (Hai Duong City Police), handling violations on the road always has many potential risks. Due to the heavy fines, violators of alcohol concentration are willing to "pass" checkpoints, even driving straight into the police force. Many cases when handled not only do not comply but also insult and offend officers and soldiers on duty. "In addition, there are also people who rely on their wide relationships to continuously call for help in order to put pressure on the working group. However, we are always steadfast in our goal of no exceptions, no forbidden zones for violations," said Major Nguyen Manh Duc.
Leaving when his shift had just ended, Captain Vu Tuan Anh, an officer of the Traffic and Order Police Team (Hai Duong City Police) smiled and said: "Everyone stay, I'll take my leave first". Comrade Tuan Anh's excitement whenBeing able to return home is also a common concern of traffic police officers and soldiers. Captain Tuan Anh said that due to his busy work, he comes home late every day. There was a day when he had just entered the door, he hurriedly left because the unit reported an urgent incident. His wife alone took care of everything in the family. It was thanks to the solid rear that gave him strength and motivation to overcome all temptations and dangers to complete the assigned tasks.
From 2023 to present, the campaign to arrest people who violate alcohol concentration when driving has been promoted by the traffic police force in Hai Duong as well as across the country. During the recent Tet holiday, the traffic police force maintained the maximum number of personnel to patrol, control, and handle violations 24/7, with the spirit of "overcoming the sun, overcoming the rain, through the night, through Tet". Thanks to the silent contributions of the traffic police force, the situation of traffic safety violations in Hai Duong has had positive changes. The strong handling of "drunkards" in the past time has also contributed significantly to maintaining local security and order.
In the first two months of 2024, the traffic police force in the province handled 2,120 cases of alcohol concentration violations, fined more than 10.8 billion VND, of which over 2,000 vehicles were detained, and 2,120 cases had their driving licenses temporarily revoked.
