The Ministry of Public Security said that according to Article 23 of the 2017 amended Penal Code, the act of running a red light to give way to a priority vehicle performing an urgent task is considered an act in an urgent situation.

In response to the question of whether drivers who do not obey traffic lights to give way to priority vehicles or ambulances will be punished according to Decree 168, the Ministry of Public Security provided the following information:

According to Article 23 of the 2017 amended Penal Code, the act of running a red light to give way to a priority vehicle on an urgent mission is considered an act in an urgent situation.

Article 11 of the Law on Handling of Administrative Violations also clearly stipulates that violations shall not be punished in urgent situations.

Clause 5, Article 27 of the Law on Road Traffic Order and Safety No. 36/2024 requires that when there is a signal from a priority vehicle, people and vehicles participating in road traffic must reduce speed, move close to the right curb or stop to give way, the toll station must give priority to priority vehicles passing through the station in all situations, and must not cause obstruction.

Therefore, people can rest assured that failure to obey traffic lights to give way to ambulances and priority vehicles in "urgent situations" will not result in administrative penalties.

In these cases, when making a ticket, the force in charge of traffic lights will coordinate with the traffic police at the checkpoint, extract camera footage, images of the driver's violation, and show live the violation and traffic light signals at that time.

For late fines, traffic police will let violators review the clip of the entire red light violation before writing up a ticket, ensuring that people are "convinced" and avoiding wrongful convictions.
