"Flying and shaking" case in Central Psychiatric Hospital I: Arrested another department head

Expanding the case of a patient opening a drug room in the hospital, the investigation agency temporarily detained Ms. Do Thi Luu, head of the department at the Central Psychiatric Hospital I.

The Hanoi Police Department of Drug Crime Investigation (PC04) has just issued a decision to prosecute and issue an arrest warrant for Ms. Do Thi Luu, head of the rehabilitation and traditional medicine department of the Central Psychiatric Hospital I.

Ms. Liu is being investigated for "abusing position and power while performing official duties".

The Hanoi People's Procuracy has approved the above decisions and orders. After serving the decision to prosecute the accused, the investigation agency searched the accused Luu's workplace at the hospital to serve the investigation.

The prosecution and temporary detention of Ms. Luu is the latest development in the investigation of the case of a mentally ill patient who led a drug trafficking ring and opened a drug den right in the Central Psychiatric Hospital I.

The Department of Rehabilitation and Traditional Medicine is the unit that directly treats patient Nguyen Xuan Quy, the accused leader of a drug trafficking ring at the hospital. The "boss" of this drug ring was able to operate openly in the hospital for a long time thanks to the support of a number of hospital staff, doctors and nurses.

Previously, the investigation agency had prosecuted and temporarily detained Ms. Nguyen Thi Minh Hue (nurse) and Bui Thi Hat, a nursing staff at the Central Psychiatric Hospital I, to investigate the crime of organizing illegal drug use. Ms. Hue and Ms. Hat work in the rehabilitation and traditional medicine departments.

This is a rare case with unbelievable details that have outraged public opinion. Quy was able to commit the crime for a long time without being detected, showing signs of complicity and concealment by hospital staff.

There were even staff members of this hospital who participated in drug use with Quy's group.

Nguyen Xuan Quy's treatment room was turned into a rave room with full speakers and lights.

Regarding the case, the Hanoi Police Department of Drug Crime Investigation has prosecuted Nguyen Xuan Quy (38 years old, residing in Thanh Tri) and 4 others including: Nguyen Van Ngoc (47 years old, with 5 previous convictions for drugs), Nguyen Trung Nguyen (38 years old, with 2 previous convictions), Nguyen Cong Thuong (35 years old, with 3 previous convictions for drugs) and Le Hoang Hai (26 years old) for the crimes of buying, selling, storing, and organizing illegal use of drugs.

Nguyen Anh Vu, a technician at the rehabilitation and traditional medicine department of Central Psychiatric Hospital I, was prosecuted for failing to report a crime.

According to the investigation, Quy had a history of mental illness and had been treated at the Central Psychiatric Hospital I (Thuong Tin district, Hanoi) since November 2018.

During the treatment, Quy established close relationships with some of the hospital's medical staff, including Nguyen Anh Vu, to be able to move freely, live, and have food and accommodation arranged according to his needs. Quy even converted the treatment room into a soundproof room, installed large speakers, laser lights, and hid and illegally used drugs.

Not only did Quy and his juniors invite friends, including hospital staff, to use drugs on the spot, he also brought girls who provided "services" there to use drugs together.

Defendant Vu also participated in drug use, so when arrested, the rapid test result was positive for drugs.

Quy also organized drug trafficking right at the hospital. People who came to buy drugs often pretended to be relatives of patients to carry out drug transactions.

Quy did not directly deliver the "goods", but ordered his underlings to deliver them to customers or make appointments at the tennis court area, the parking lot behind the treatment area in the hospital, and then threw the drugs through the window of the second-floor patient room.

To avoid detection, Quy arranged for Nguyen Trung Nguyen and Nguyen Cong Thuong to disguise themselves as taxi drivers and motorbike taxi drivers to stand guard at the hospital gate and deliver drugs.

On March 20, the Drug Crime Investigation Police Department raided a "drug room" in the hospital, discovered and seized more than 6kg of drugs. Expanding the case, the authorities arrested Quy and the related group.

Previously, the Ministry of Health decided to remove Mr. Vuong Van Tinh from his position as director of Central Psychiatric Hospital I.

Mr. Tinh was determined to have been lax in management, not properly performing his duties and responsibilities as the head of the unit, allowing violations of the law on drug prevention and social evils within the hospital, with very serious consequences.
