Talented people, people with meritorious services to the country, and ethnic minorities are given priority in recruiting commune-level civil servants.
Hai Duong Provincial People's Committee issued Decision No. 39/2023/QD-UBND dated November 10, 2023 promulgating the Regulation on recruitment of commune-level civil servants.
1. Recruitment principles
- Recruitment of commune-level civil servants must ensure publicity, transparency, objectivity and compliance with legal regulations.
- Recruitment of commune-level civil servants must ensure competitiveness.
- Select the right person to meet the job requirements and civil servant positions to be recruited.
- Priority is given to recruiting talented people, people with contributions to the country, and ethnic minorities.
2. Conditions for registration
- Conditions for registration to take the commune-level civil servant recruitment exam are implemented according to the provisions of Article 36 of the Law on Cadres and Civil Servants. The People's Committee at the commune level determines other conditions according to the provisions of Point g, Clause 1, Article 36 of the Law on Cadres and Civil Servants, ensuring the standards prescribed in Clause 1, Article 7 and Clause 2, Article 10 of Decree No. 33/2023/ND-CP.
- In addition to the conditions specified above, for the position of Commander of the Commune-level Military Command, the criteria specified in Clause 2, Article 7 and Clause 1, Article 10 of Decree No. 33/2023/ND-CP must be met.
3. Commune-level civil servant recruitment exam
- The positions of commune-level civil servants recruited through examinations include: office - statistics; land administration - construction - urban and environment (for wards and towns) or land administration - agriculture - construction and environment (for communes); finance - accounting; justice - civil status; culture - society.
4. Recruitment of commune-level civil servants
- Recruitment of commune-level civil servants through examination is carried out according to the following groups of subjects:
+ People who meet the conditions for recruitment as Commander of the Commune-level Military Command according to the provisions of Article 5 of this Regulation.
+ Excellent university graduates; people with master's degrees, people with doctoral degrees suitable for the expertise of commune-level civil servant positions: Office - statistics; land administration - construction - urban and environment (for wards and towns) or land administration - agriculture - construction and environment (for communes); finance - accounting; justice - civil status; culture - society.
Decision No. 39/2023/QD-UBND takes effect from November 25, 2023 and replaces Decision No. 42/2020/QD-UBND dated July 21, 2020 of the Provincial People's Committee on promulgating regulations on recruitment of commune-level civil servants.
