[Video] Opening of the mid-term review conference of the Executive Committee of the Hai Duong Provincial Party Committee, term XVII

Comrades: Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.

This conference focused on reviewing, discussing and giving opinions on the reports: Mid-term review of the implementation of the Resolution of the 17th Provincial Party Congress, term 2020 - 2025; mid-term review of the 17th Provincial Party Executive Committee; receiving, editing and completing the Hai Duong Provincial Planning dossier for the period 2021-2030, with a vision to 2050.

Delegates will also discuss reports on: Implementation of the socio-economic development plan in the first 6 months of the year, key tasks for the last 6 months of 2023; results of Party building, the Vietnam Fatherland Front and socio-political organizations in the first 6 months of the year, key tasks for the last 6 months of 2023; results of monitoring the leadership, direction and organization of public investment in the area and some other important contents.

Speaking at the opening of the conference, Hai Duong Provincial Party Secretary Tran Duc Thang said that in the face of great difficulties and challenges, the Provincial Party Committee, People's Council and People's Committee have closely directed sectors and localities to resolutely, flexibly and effectively implement the "dual goal" of both preventing the epidemic, protecting people's health, and recovering and developing the socio-economy.

With the participation of the entire political system and the efforts of all levels, sectors, business community and people in the province, although the growth rate has not been achieved as planned, compared to the national average, Hai Duong's results in the past half term are very encouraging.

The economy continues to maintain growth, the total product in the province (GRDP) in the period of 2021-2023 is estimated to increase by an average of 8.58% per year. The economic scale in 2023 is estimated to reach 186.2 trillion VND, the average income per capita in 2023 is estimated to reach 95 million VND, an increase of nearly 1.4 times compared to 2020. The economic structure continues to shift positively towards industrialization and modernization. The Prime Minister has recognized the province for completing the task of building new rural areas.

Along with that, national defense and security work was ensured, and the drastic and effective fight against crime and social evils contributed to maintaining political security and social order and safety right from the grassroots. Administrative reform continued to be improved, investment and trade promotion was promoted. The work of building the Party, government, the Fatherland Front and socio-political organizations achieved good results...

Conference delegates

Hai Duong Provincial Party Secretary Tran Duc Thang assessed that in addition to the achieved results, the socio-economic situation in the past half term still had some limitations, especially some development targets did not meet the goals set by the Resolution of the 17th Congress; the implementation of investment projects, land pricing, provincial planning and related planning were still slow. Administrative reform, attracting domestic and foreign investment capital did not meet requirements; there was still a situation where officials and civil servants were afraid of responsibility, avoided and pushed work.

Hai Duong Provincial Party Secretary Tran Duc Thang suggested that delegates focus on discussing and giving opinions on comprehensively assessing the achieved results; proposing solutions to overcome limitations, especially those due to subjective causes in leadership and direction of the implementation of the socio-economic development plan in the past half term and the first 6 months of 2023.

Delegates need to discuss and propose sustainable measures to promote socio-economic development in the remaining half of the term until 2025 and the last 6 months of 2023. In particular, the conference needs to focus on discussing solutions to accelerate investment progress of works and projects in the province; attract investment, resolve administrative procedures, remove difficulties and obstacles for businesses; solutions to increase budget revenue, determine correct and sufficient land prices...

Affirming the importance of completing the Hai Duong Provincial Planning dossier for the period 2021 - 2030, with a vision to 2050, Hai Duong Provincial Party Secretary Tran Duc Thang noted that delegates need to clearly identify the bottlenecks that are hindering development. Why does the province have a lot of potential but the development speed has not reached the desired level, especially recently it has slowed down compared to other provinces in the region. Delegates need to focus on discussing the determination of development indicators, regional linkage models, linked with economic corridors; the formation of specialized economic zones and industrial parks; the development of clean agriculture applying high technology, projects to develop spiritual and ecological tourism, etc.

On this occasion, Hai Duong Provincial Party Secretary Tran Duc Thang congratulated Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, who was recently elected by the 15th Session of the 17th Provincial People's Council to hold the position of Chairman of the 17th Provincial People's Council, and congratulated the following comrades: Le Anh Dung, Secretary of the Kim Thanh District Party Committee; Nguyen Van Thuong, Deputy Head of the Provincial Party Committee's Inspection Committee; Nguyen Thanh Trung, Director of the Department of Culture, Sports and Tourism, who were appointed by the Secretariat to join the Party Executive Committee of the 17th term, 2020 - 2025.
