Searching for the former director of the 816 billion VND fraud case who voluntarily left the Institute of Forensic Psychiatry

On April 16, the Ho Chi Minh City Police Investigation Agency (Economic Police Department) announced the search for Ms. Tran Thi My Hien (born in 1963, residing in District 1).

According to the Investigation Police Agency, Ms. Hien is the former director of Dat Vang Hoang Gia Company Limited, the defendant in the case of Tran Thi My Hien, Pham Thi Tuyet Nhung, Tran Thi Hong Hanh and accomplices who committed the crime of "fraudulent appropriation of property" at Angle Lina Investment Consulting Joint Stock Company, Dat Vang Hoang Gia Trading and Service Company Limited, and Hoang Kim Land Real Estate Investment Consulting Company Limited.

Ms. Hien and her accomplices defrauded and appropriated an exceptionally large amount of money, up to nearly 816 billion VND, from many people.

According to the investigation, from the beginning of 2017 to the end of 2019, Ms. Hien and her accomplices used the legal entities Angel Lina Investment Consulting Joint Stock Company, Dat Vang Hoang Gia Trading and Service Company Limited and Hoang Kim Land Real Estate Investment Consulting Company Limited to sign contracts to negotiate the transfer of land in non-existent projects in the districts of Binh Tan, Binh Chanh, Thu Duc, Ho Chi Minh City...

After collecting money from customers, the subjects did not perform as committed in the contract but evaded in order to appropriate nearly 816 billion VND.

On October 29, 2019, the Investigation Police Agency issued a decision to prosecute a criminal case of fraud and appropriation of property occurring at Angle Lina Investment and Development Joint Stock Company and Dat Vang Hoang Gia Trading and Service Company Limited.

On November 14, 2019, the Investigation Police Agency issued a decision to prosecute a criminal case of fraud and appropriation of property occurring at Hoang Kim Land Real Estate Investment Consulting Company Limited and Dat Vang Hoang Gia Trading and Service Company Limited. At the same time, 9 defendants were prosecuted and 8 defendants were temporarily detained.

The police determined Ms. Hien's role in the case, but her family presented the forensic examination conclusion of the Ho Chi Minh City Forensic Psychiatric Examination Center in 2016, showing that Ms. Hien was mentally ill.

To have a legal basis to handle Ms. Hien's fraudulent behavior of appropriating property, the investigation agency has made decisions to request a forensic psychiatric assessment of her.

On March 10, 2021, the Ho Chi Minh City People's Procuracy decided to apply compulsory medical treatment to Ms. Hien. On the same day, the investigation agency also issued a decision to temporarily suspend the criminal investigation of the defendant and a decision to temporarily suspend the investigation of the defendant. After the medical treatment is completed, the investigation will be resumed and handled according to regulations.

Ms. Hien was then taken to the Bien Hoa Central Institute of Forensic Psychiatry for compulsory treatment. However, on March 18, 2024, Ho Chi Minh City Police received notice that Ms. Hien had left the hospital without permission.
