A department head of Dak Nong Department of Construction has just submitted a petition to the authorities because he was transferred to the position of deputy department head.
On March 17, the Department of Home Affairs of Dak Nong province announced that it had just established an inspection team to resolve the petition of Mr. Ha Xuan Binh, former Head of the Technical Infrastructure and Housing Management Department of the Dak Nong Department of Construction (currently the deputy head of this department).
Accordingly, the Department of Home Affairs of Dak Nong province will work within 3 days (from March 17) to clarify Mr. Binh's recommendations.
Previously, Mr. Binh submitted a petition to the Dak Nong Provincial People's Committee requesting a review of the selection and arrangement of staff at the Department of Construction. This included transferring Mr. Binh from Head of the Department of Technical Infrastructure and Housing Management to Deputy Head of this Department.
According to research, in February 2024, Mr. Ha Xuan Binh held the position of Head of Technical Infrastructure and Housing Management Department, Dak Nong Department of Construction.
In early 2025, the Department of Construction and the Department of Transport merged to become the Department of Construction, with Mr. Phan Nhat Thanh as director.
On March 5, the Department of Construction transferred and appointed Mr. Ha Xuan Binh from Head of Technical Infrastructure and Housing Management Department to Deputy Head of this department.
Before the merger, the total number of specialized departments of these two departments was 11. After the merger, the Department of Construction has only 8 departments. Currently, there are 7 department heads, but the Department of Transportation, Vehicles and Drivers does not have a department head.
On the morning of March 17, Mr. Binh said that the Department of Construction's transfer of him to the position of deputy head of department was unreasonable because the Department of Construction still had a vacant head of department.
Mr. Binh cited that in Official Dispatch No. 2152 dated February 26 of Dak Nong Provincial Party Committee, it is necessary to consider arranging all the positions of chiefs; in case of surplus chiefs, deputy chiefs will be arranged; in case of no surplus chiefs, the competent authority will consider and arrange the chief position for the existing chief leaders of the unit, without having to carry out the selection process.
"This transfer is not in accordance with the direction of the Provincial Party Committee, so I sent a petition to higher authorities for consideration," said Mr. Binh.
Regarding this issue, Mr. Phan Nhat Thanh, Director of Dak Nong Department of Construction, said that the Provincial People's Committee has assigned the Department of Home Affairs to check whether the Department of Construction's recent implementation process for Mr. Ha Xuan Binh is in accordance with regulations or not. Currently, the Department of Construction is providing documents and explanations as requested by the functional unit.
