How are schools in Hai Duong collecting boarding fees?

According to Resolution 17/2024/NQ-HDND dated October 18 of the People's Council of Hai Duong province stipulating tuition fees and the list of revenues, collection levels, revenue and expenditure management mechanisms for educational support services at public preschools and general education institutions in Hai Duong province, the cost of meals for boarding kindergartens is 2 main meals and 1 snack; kindergartens are 1 main meal and 1 snack is 23,000 VND/student/day.

The fee of 23,000 VND/student/day remains the same as the previous regulation (in Resolution 08/2022 of the Provincial People's Council). The new point is to add a fee for breakfast for preschool children at 12,000 VND/child/day (including surcharges, care services, boarding services, and equipment services). However, currently most schools do not organize this service.

Primary and secondary schools collect 1 main meal and 1 basic snack according to regulations at 23,000 and 25,000 VND/student/day, respectively. This collection level of Resolution 17 is equal to Resolution 08/2022/NQ-HDND.

Surcharges (fuel, electricity, water for boarding, detergent, washing) 65,000 VND/student/month for kindergarten and secondary school, same as the old fee; for primary school, increase 20,000 VND/student/month. Boarding care and services (paying for cooks, catering staff, lunch watchers, managers) 305,000 VND/student/month, an increase of 65,000 VND compared to the old fee. Boarding equipment and services (tools, utensils, utensils for cooking and personal items for boarding services) from the time of boarding meals until the end of the course 200,000 VND/student, same as the old fee. However, schools have not yet collected these fees.

According to the reporter's investigation, currently most kindergartens at the district level only collect boarding meals from 17,000-18,000 VND/student/day, lower than the regulation. Many kindergartens in Hai Duong City collect 23,000 VND/day, a few schools in the suburbs of Hai Duong City collect 21,000-22,000 VND. This collection level will be implemented by many schools from the 2023-2024 school year after Resolution No. 08/2022/NQ-HDND takes effect at the end of 2022.

Many schools plan to collect fees according to Resolution 17 from the second semester because they want to wait for specific instructions from the Department of Education and Training for synchronous implementation.
