Submit to the Prime Minister for issuance of Directive on increasing rice export in the new situation

The Ministry of Agriculture and Rural Development has just submitted a document to the Prime Minister on the issuance of a Directive on strengthening rice export in the new situation.

The report clearly stated that the rice export situation in the world has been constantly changing recently, such as Russia officially withdrawing from the Agreement on grain export through the Black Sea; India and UAE temporarily suspending rice export as well as other arising issues. In addition, the El Nino phenomenon, saline intrusion and drought are also having negative impacts on rice production.

To affirm the important role, maintain the position and prestige of the Vietnamese rice industry in the global food supply chain and contribute to ensuring world food security according to Vietnam's commitments, the Ministry of Agriculture and Rural Development submitted to the Prime Minister for consideration and issuance of a directive on strengthening rice export in the new situation.

Specifically, the Ministry of Agriculture and Rural Development will monitor, forecast and grasp the production situation, strengthen pest control, proactively respond to adverse weather developments to safely protect production crops to ensure the target of 43 million tons of rice in 2023.

The Ministry will direct localities to closely follow the fields and organize production in accordance with technical instructions to ensure productivity and output as planned. At the same time, it will preside over and coordinate with relevant agencies and localities to promptly handle technical barriers to ensure increased volume and expansion of Vietnam's rice export market.

The Ministry of Agriculture and Rural Development will direct plant quarantine agencies to create the most favorable conditions for rice export, minimize inspection time, and complete procedures on the basis of ensuring compliance with regulations of Vietnam and the importing country.

With the Ministry of Industry and Trade, the Ministry continues to promote rice export on the basis of closely monitoring and forecasting the import and export situation; consumption demand; food prices in the region and in the world market to have proactive and flexible measures to regulate rice business and import and export to ensure improved export efficiency.

The Ministry of Industry and Trade shall preside over and coordinate with relevant agencies to consolidate traditional and key markets, making the most of the advantages of signed free trade agreements to increase export value.

The Ministry of Industry and Trade coordinates with the Ministry of Foreign Affairs and the Ministry of Agriculture and Rural Development to proactively negotiate to diversify export markets, taking advantage of opportunities to capture new and potential markets to increase competitiveness for the Vietnamese rice industry.

The Ministry promptly coordinates with relevant agencies to support and remove difficulties and obstacles in importing input materials for agricultural production such as seeds, fertilizers, pesticides, etc. to ensure conditions are ready for production.

The People's Committees of provinces and centrally-run cities direct specialized agencies to monitor and closely follow the fields; be proactive and flexible in managing rice production to ensure that productivity and output targets are achieved and exceeded according to the plan on the basis of strict compliance with technical and food safety regulations of Vietnam as well as importing countries.

Provinces and cities create all favorable conditions for local people and businesses in rice production and trading. At the same time, proactively coordinate with relevant agencies or report to competent authorities to immediately remove difficulties and obstacles in rice production to ensure smooth production, circulation and export of rice.

At the same time, proactively grasp the situation and new information, promptly respond to situations arising locally to promote rice production and export.

The Vietnam Food Association proactively grasps information about the world rice market, the needs and capacity of rice import-export traders to promptly inform relevant state management agencies and the rice production and trading community in Vietnam.

The Association actively participates in and organizes trade promotion activities for the rice industry, especially for international markets, to boost export activities, increase turnover and enhance the competitive advantage of the Vietnamese rice industry.
