Hai Duong City needs to consider relocating facilities in Lo Cuong rice paper craft village to suitable locations.

According to the report of Hai Duong City People's Committee, the current rice noodle production facilities in Tu Minh ward were developed from production households in Lo Cuong area. The households learned to develop and formed a long-standing rice noodle craft village. Later, the Provincial People's Committee recognized Lo Cuong rice noodle craft village.

In 2016, some households wanted to continue developing the industry, so they researched and successfully manufactured a continuous noodle drying system using hot air from a boiler. Up to now, in Tu Minh ward, there are 15 households using the continuous dryer boiler.

The production system has a large output, making use of available materials. The conversion of production technology from manually drying rice paper along roadsides and sidewalks, which causes loss of urban aesthetics and does not ensure food hygiene and safety, to using a steam oven for continuous drying helps households save a lot of costs, time, labor, and production area. Output and quality are improved.

However, the boilers mainly use scrap wood, wooden pallets as fuel... The efficiency of the exhaust gas treatment system is not high because most of the exhaust gas has not been exposed to water. The operation of boilers at many facilities does not ensure proper technical procedures, so they still emit black smoke, affecting the environment, causing loss of urban beauty, making people in the surrounding area upset.

Chairing the first August meeting of the Provincial People's Committee (afternoon meeting on August 1), Standing Vice Chairman of the Provincial People's Committee Luu Van Ban assessed that the Hai Duong City People's Committee had loosened management in this craft village from granting business licenses, labor safety, environment, business activities, taxes... for a long time.

Standing Vice Chairman of the Provincial People's Committee Luu Van Ban assigned Hai Duong City to urgently review and coordinate with relevant departments and branches to identify violations of environmental issues, land management as well as other related issues, from both the people and management agencies. From there, a report will be prepared, clarifying subjective and objective causes and solutions.

In the immediate future, the People's Committee of Hai Duong City must conduct a review and compile detailed records of each facility. Temporarily suspend operations of any production or business household whose activities are determined to affect the lives and health of workers and surrounding residents or pose a risk of fire, explosion, environmental issues, and other related issues.

Hai Duong City must consider the plan to move the establishments in Lo Cuong rice paper village to another suitable location, needing specific and detailed opinions from the people. From there, a detailed roadmap for the relocation plan will be developed.

Also from the case of Lo Cuong rice paper craft village, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested relevant departments, branches and units to review and strictly manage the process of granting business registration certificates of the district-level Finance and Planning Department, as well as the process of coordinating inspection and supervision after granting the certificate.
