On the morning of August 28, Hai Duong City People's Court held the first-instance trial of Lo Van Cuong (born in 1993) and Luong Van Hoa (born in 1996, both from Muong La district, Son La) for the crime of buying, selling, and organizing illegal use of drugs.
According to the indictment, at around 10:00 a.m. on April 5, 2024, at Cuong's rented room in Tu Thong area, Tu Minh ward (Hai Duong city), Cuong told Hoa to give him 200,000 VND to buy drugs for use.
Cuong took the money and went to Tan Truong commune (Cam Giang) to buy 200,000 VND worth of heroin from an unknown man. Returning to the rented room, Cuong, Hoa and Cam Van Ngoc (born in 1997, from Muong Trai commune, Muong La district, Son La) used drugs.
At around 1 p.m. the same day, Cuong continued to buy 0.716 grams of heroin to use and sell for profit, but was caught red-handed by the Drug Crime Investigation Police Team (Hai Duong City Police) in coordination with Tu Minh Ward Police.
Cuong and Hoa are Thai ethnic people, just finished 3rd and 4th grade.
The court sentenced Lo Van Cuong to 2 years and 6 months in prison for illegal drug trafficking, 7 years and 6 months in prison for organizing illegal drug use, totaling 10 years in prison; Luong Van Hoa to 7 years and 3 months in prison for organizing illegal drug use.
Cam Van Ngoc illegally used drugs, Hai Duong City Police have decided to impose an administrative penalty.
