Hai Duong Provincial People's Committee requires that when reorganizing administrative units at all levels, there must be no loss of assets, financial resources, or state budget.
Approval of the Project on rearrangement and reorganization of administrative units at all levels
The project sets the highest goal of the arrangement as developing the country, expanding development space for new administrative units, promoting the leading role of dynamic regions, economic corridors, and growth poles.

Handling of state finance and budget when reorganizing administrative units at all levels
The Ministry of Finance has just sent a document to the People's Committees of provinces and centrally-run cities guiding the principles of handling state finances and budgets when reorganizing administrative units at all levels and building a two-level local government organization model.
Hai Duong established a Steering Committee to implement the arrangement and reorganization of administrative units at district and commune levels.
The Chairman of Hai Duong Provincial People's Committee has just issued Decision No. 763/QD-UBND dated March 21 to establish a Steering Committee to implement the arrangement and reorganization of administrative units at district and commune levels.
One more step in completing the arrangement and reorganization of administrative units at all levels
After the arrangement, local government will have two levels: provincial level and grassroots level; the number of provincial administrative units will be reduced by nearly 50%, and grassroots administrative units will be reduced by about 70% compared to present.
About 1/3 of the tasks undertaken by the district will be transferred to the province, the rest will be transferred to the commune level.
Deputy Prime Minister Nguyen Hoa Binh said that according to the Government's proposal, about one-third of the tasks currently undertaken by the district will be transferred to the province, while the rest will be transferred to the commune level - the grassroots level.
There is no such thing as reorganizing administrative units and then arranging them at another time.
The Minister of Home Affairs affirmed that there will be no rearrangement or reorganization of administrative units today, but will continue to rearrange and reorganize at another time.
