Accordingly, the planning area has an area of ​​1,049,701 m2, determined according to the zoning map of Protection Area I and Protection Area II of the Ngu Hanh Son National Special Scenic Area (Hoa Hai ward, Ngu Hanh Son district).

The planning boundary includes the East bordering Truong Sa Street and coastal resorts; the West bordering Co Co River; the South bordering Co Co River and existing residential areas; the North bordering Pham Huu Nhat Street and Hoa Hai 2 resettlement area.

The planning for preservation, restoration and rehabilitation of the Ngu Hanh Son National Special Scenic Landscape aims at 6 goals: Managing and protecting the Ngu Hanh Son scenic landscape in harmony with the requirements of socio-economic development and tourism services; this will be the scientific basis for research and conservation of tangible and intangible cultural heritage, typical landscape values ​​and ecosystems of the scenic area.

Preserving, embellishing and promoting the value of Ngu Hanh Son landscape to become a cultural space, a festival space combined with a unique entertainment spot of Da Nang city; connecting with other famous historical and scenic spots of Da Nang city and neighboring localities to create a rich chain of tourism products, an important destination on the "Central Heritage Road" tourism journey.

At the same time, the planning also aims to determine the boundaries and protected areas, promote the value of Ngu Hanh Son scenic spot; create a basis for management and boundary marking, functional zoning, determine land use indicators for the protected area of ​​the scenic spot, residential areas, ecological environmental protection areas and other functional zoning areas.

In addition, the orientation of organizing landscape architectural space and arranging technical infrastructure systems (upgrading and building new ones) is suitable for the stages of conservation and value promotion; ensuring harmonious and synchronous connection with the surrounding landscape and environment, with the general planning of Da Nang City and other related planning.

Along with that is the orientation of the plan, roadmap and groups of overall solutions for management, investment in construction, preservation, renovation, restoration, and promotion of the value of Ngu Hanh Son scenic spot and the buffer zone associated with sustainable tourism development. This is also the legal basis for developing regulations on management, protection, and control of the landscape architectural planning space of the scenic area and adjacent areas; establishing, appraising, approving, and implementing component projects for preservation, renovation, restoration and promotion of the value of the scenic spot according to the approved plan. Creating conditions, mechanisms, and resources to attract and encourage economic sectors to invest in sustainable development in the area.

The planning content includes: Functional zoning planning; Spatial planning, landscape architecture; Tourism development orientation; Technical infrastructure planning; Component project groups and investment phases; Solutions and mechanisms for planning implementation.

The Prime Minister assigned the People's Committee of Da Nang City to announce the planning, proceed with boundary marking, and relocate households in the Ngu Hanh Son scenic area according to the approved planning documents; update the boundaries and area of ​​the Planning for the preservation, restoration, and rehabilitation of the Ngu Hanh Son National Special Scenic Landscape into the scientific dossier for ranking relics and the Da Nang City Planning, the planning, and land use plans of Da Nang City in accordance with each period.

At the same time, develop a land recovery roadmap to hand over and implement the protection plan and carry out component projects for conservation, restoration, embellishment or new construction according to the plan, in accordance with the actual socio-economic conditions of the locality; approve groups of component projects, on the basis of approved planning; manage conservation, restoration, embellishment and new construction activities according to the approved planning management regulations.

The Prime Minister requested the People's Committee of Da Nang City to direct functional units and investors to continue researching, collecting, and excavating archeology to supplement documents and scientific data on the National Special Scenic Landscape of Ngu Hanh Son, as a basis for assessing and deciding on investment in component project groups, in order of priority, in accordance with the ability to balance investment capital, on the basis of approved planning.

The People's Committee of Da Nang City proactively balances and allocates local budget capital; promotes propaganda, mobilization, and capital mobilization of domestic and foreign organizations and individuals to implement the planning according to plan. After the national planning, the Da Nang City Planning for the period 2021 - 2030, with a vision to 2050, is decided or approved by competent authorities, the People's Committee of Da Nang City is responsible for reviewing the content of the Planning for preservation, restoration, and rehabilitation of the Ngu Hanh Son National Special Scenic Landscape.
