On the afternoon of March 2, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired a meeting on the implementation of the Project on developing population data applications, electronic identification and authentication to serve national digital transformation in the 2022-2025 period, with a vision to 2030 (Project 06).

Also attending the meeting were Deputy Prime Minister Vu Duc Dam, Permanent Vice Chairman of the National Committee on Digital Transformation; leaders of the Government Office, Ministries of Public Security, Information and Communications, Justice, Finance, Planning and Investment.
The report at the meeting said that immediately after the Prime Minister directed the implementation of Project 06, the Government and ministries and branches urged, directed, evaluated, and reviewed the work, focusing on connecting data: vaccination, students, and taxes to immediately serve the convenience of citizens and businesses; Deploying solutions to ensure the security and safety of the data systems of ministries and branches; Expanding the connection and sharing of national population data with the databases of socio-political organizations; Organizing meetings, issuing documents to deploy plans, urging, and guiding ministries and branches to implement in order to ensure the implementation of tasks on schedule.
After more than 1 month of implementing the Project, up to now, 38 ministries, branches and localities have established Working Groups; 40 ministries, branches and localities have issued Plans to implement the Project. The Ministry of Public Security and the Government Office have proactively performed tasks as the standing members of the Central Working Group to promote ministries, branches and localities in implementing the tasks of Project 06.
In the coming time, the Government and relevant ministries and branches will focus on accelerating the progress of building and perfecting institutions related to population data, identification and electronic authentication; Connecting and synchronizing data with the National Population Database according to the roadmap of Project 06. In which, 06 relevant ministries and branches (Health, Education and Training, Finance, Labor - Invalids and Social Affairs, Planning and Investment and Vietnam Social Security) agreed on the solution of using a unique identification number from the National Population Database.
Implement data "cleaning" for units through the National Population Database and integrate population data enrichment; deploy integration and provide essential public services to the National Public Service Portal within the time limit prescribed by Project 06. Continue to implement tasks that have been identified with a specific roadmap in Project 06, especially 25 essential public services...
Concluding the meeting, Prime Minister Pham Minh Chinh assessed that after more than 1 month of implementing Project 06, we have achieved certain results, especially proving that this is the right and timely direction. The implementation of Project 06 is part of the strategic breakthrough in infrastructure identified by the 13th National Party Congress; contributing to digital transformation, building a digital government, digital society, digital economy, and digital citizens.
The population database has been applied to perform many tasks in different fields; serving people and businesses, especially applying to perform 25 essential public services; helping to manage in a unified, centralized, transparent, convenient, economical and effective manner. Through the implementation process, more experience has been gained to promote the implementation of the Project to achieve more practical results.
The Prime Minister commended the Standing Agency implementing the Project and the Working Groups of ministries, branches, agencies and localities for their determination, strength, investment of effort, intelligence and passion to bring immediate results to the Project.
Regarding the key tasks in the coming time, the Prime Minister directed ministries, branches, People's Committees of provinces and cities to urgently implement the Project, in which they must fully deploy the contents, assign specific responsibilities to organize the timely implementation of assigned tasks; Speed up the progress of building and completing legal documents related to the implementation of the contents of the Project. Direct the removal of difficulties and obstacles in the mechanism of funding for information technology projects, especially overcoming security and safety loopholes to promptly serve the Project.
The Prime Minister requested ministries, branches and localities to strictly implement regulations on ensuring security and safety during the process of connecting and sharing data; Urgently connect and synchronize data with the national population database according to the roadmap set out in Project 06; Focus resources and prioritize the implementation of Project 06 in 05 centrally-run cities, in which the Hanoi People's Committee is assigned to be the pilot implementation.
The Prime Minister emphasized that it is necessary to continue raising awareness about the implementation of the Project because this is a Project directly related to strategic breakthroughs, the benefits of people, businesses and the country, not a Project of a ministry, agency, unit or locality. Based on population data to develop and serve the digital government, digital citizens and digital economy, it is necessary to build a shared database and shared products. During the implementation process, it is necessary to be flexible and increase the authority of the Working Group to decide on issues within its authority.
The Head of Government requested localities to strengthen the Working Group to regularly coordinate with the Central Working Group and ministries and branches to implement the Project. Organize inspections of the effective implementation of 25 essential public services, clearly defining the responsibilities of the Chairmen of the People's Committees of provinces and centrally-run cities in organizing, implementing, directing, especially the awareness of officials directly handling public services at the grassroots level.
The Prime Minister assigned the Central Working Group to compile a complete list of tasks assigned to ministries and localities under Decision 06 and issue a document requesting ministries and localities to review and compare to issue additional tasks that are missing or omitted. The Ministry of Justice shall preside over and coordinate with the Ministry of Public Security, the Government Office and relevant ministries and branches to study and agree on the scope, method of conducting the review, outline, forms, appendixes to report the review results and provide specific instructions for ministries, branches and localities to promptly review legal documents that need to be amended and supplemented. The Ministry of Justice is ready to carry out tasks related to civil status operations within the scope of state management. The Ministry of Planning and Investment and the Ministry of Finance shall study urgent investment solutions, prioritizing funding to carry out tasks in the Project, especially focusing on ensuring network security and system safety at the highest level.
Prime Minister Pham Minh Chinh requested to increase resources, arrange, assign, train and foster a team of cadres with sufficient capacity and qualifications to perform tasks. Continue to build and connect platforms to share common data. Regularly summarize, commend, reward and draw lessons in a timely manner for organizations and individuals who have done well; at the same time, review places that have not done well; use the implementation of this Project to draw lessons to direct other projects in digital transformation and perform other tasks...
