Prime Minister chairs meeting on investment policy for North-South high-speed railway

On the morning of July 11, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on the Project on investment policy for the high-speed railway on the North-South axis to prepare for submission to competent authorities for consideration and decision.

Prime Minister Pham Minh Chinh emphasized that the viewpoint, principles, and methodology when investing in high-speed railways on the North-South axis must be breakthrough and innovative with a strategic, modern, and effective vision in accordance with the spirit of Conclusion 49.

Also attending the meeting were Deputy Prime Ministers: Tran Hong Ha, Tran Luu Quang, Le Thanh Long; Minister of Transport Nguyen Van Thang; Minister, Chairman of the Government Office Tran Van Son; Minister of Education and Training Nguyen Kim Son; Minister of Natural Resources and Environment Dang Quoc Khanh; leaders of ministries, branches and central agencies.

The Politburo issued Conclusion No. 49-KL/TW dated February 28, 2023 on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045. The National Assembly issued Resolution No. 103/2023/QH15 dated November 9, 2023 on the 2024 Socio-Economic Development Plan, which requires studying and effectively implementing Conclusion No. 49 of the Politburo, accelerating the construction progress of a number of important national railway lines, the East-West railway line; studying and completing the Project on the high-speed railway project on the North-South axis, striving to approve the project investment policy as soon as possible in 2024.

Implementing the Conclusion of the Politburo and the Resolution of the National Assembly, under the direction of the Prime Minister, the Ministry of Transport has developed a Project on investment policy for the high-speed railway on the North-South axis to submit to competent authorities. The Government Standing Committee, the Prime Minister and Deputy Prime Minister Tran Hong Ha have held many meetings on this content.

Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the report of the Ministry of Transport with many new points, clearer than previous meetings, relatively complete, convincing and the enthusiastic and responsible opinions of the delegates at the meeting.

The Prime Minister requested the Ministry of Transport to continue to research, supplement, clarify, and convince more about some contents related to the political basis, legal basis, practical basis; viewpoints, principles, methodologies; goals, requirements; tasks, and solutions in the Project.

Accordingly, the policy of investing in high-speed railways on the North-South axis has a full political basis (Conclusion 49 of the Politburo), legal basis (Resolution No. 103 of the National Assembly) and practical basis (the demand for transportation is very large, especially passenger transportation on the North-South axis, Vietnam's logistics costs are still high compared to the world, increasing prices and reducing the competitiveness of goods and services).

The Prime Minister emphasized that the viewpoint, principles and methodology must be breakthrough and innovative with a strategic, modern and effective vision in accordance with the spirit of Conclusion 49.

The goal and requirement is to complete about 1,541 km of North-South high-speed railway through 20 provinces and cities; the implementation period is about 10 years, striving to complete by 2035.

Regarding solutions to achieve the above goal, the Prime Minister requested to study the most favorable, shortest, and most effective route; choosing a design speed of about 350 km/h.

Regarding transport functions, currently on the North-South traffic axis there are 3 road routes (including National Highway 1, Ho Chi Minh Road, and the expressway under construction), along with sea routes, air routes, and railways. Therefore, it is necessary to study the construction of high-speed railways with appropriate functions to promote the complementary strengths of different types of transport, research in the direction of mainly passenger transport, combining fast freight transport and serving national defense and security when needed, and continue to renovate and upgrade existing railways to transport goods.

The Prime Minister requested a thorough study of the total investment level to ensure appropriateness.

The Prime Minister also requested a thorough study of the total investment to ensure appropriateness (note that it should be compared to high-speed railways of other countries at similar speeds and scales and take into account Vietnam's terrain and geology); calculate the ability to recover capital, evaluate socio-economic efficiency, financial efficiency, transportation efficiency, logistics, total efficiency, direct and indirect efficiency, etc.; from there, study mechanisms and policies to mobilize capital sources in different ways, diversify capital sources (central capital, local capital, loans, bond issuance, corporate capital, etc.).

The Prime Minister also noted the need for a smart, modern, and digitalized management organization plan (including transport business management and infrastructure management); human resource training, technology transfer, and ecosystem formation to develop the railway industry as required in Conclusion 49 with appropriate steps and roadmap.

The Prime Minister requested Deputy Prime Minister Tran Hong Ha to continue to directly direct, the Ministry of Transport to supplement and clarify the above contents more convincingly, absorb the opinions at the meeting, listen to the opinions of experts and scientists, continue to perfect the Project and accompanying documents and drafts on the basis of closely following Conclusion 49 of the Politburo and Resolution 103 of the National Assembly to report to the Government at the upcoming meeting, submit to competent authorities for consideration and decision.
