Press Release No. 7, 8th Session, 15th National Assembly

Today, the National Assembly continued the seventh working day of the 8th Session of the 15th National Assembly at the National Assembly House, Hanoi, chaired by National Assembly Chairman Tran Thanh Man, carrying out the following contents:

* Content 1 (from 8:00 a.m. to 3:30 p.m.): Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, listening to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Economic Committee, Deputy Head of the National Assembly's Supervisory Delegation Vu Hong Thanh present the Report of the National Assembly's Supervisory Delegation on the implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023; watch a video clip on the implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023.

The National Assembly then discussed the Report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of the above-mentioned thematic supervision. During the discussion session, 24 opinions were expressed by National Assembly deputies, 9 opinions were debated, of which the majority of opinions agreed with the Report and the draft Resolution, stating that the Report provided detailed and comprehensive information; accurately and objectively assessed the remaining issues, and proposed solutions appropriate to the practical situation.

In addition, National Assembly deputies focused on discussing the following contents: the fulfillment of the purposes and requirements of the supervision; the current status of real estate market management and social housing development from 2015 to the end of 2023; the results achieved, inadequacies, limitations and causes, responsibilities of agencies, organizations and individuals in implementing policies and laws; the suitability and feasibility of short-term and long-term solutions in the Report and draft Resolution, etc.; Propose and recommend many solutions to overcome existing problems and limitations in order to improve the effectiveness of real estate market management and social housing development in the coming time (such as: The Government needs to direct ministries and branches to continue reviewing and perfecting detailed regulations and implementation guidelines to ensure overcoming existing problems and limitations in the 2015-2023 period; thoroughly handle difficult real estate projects; strengthen decentralization and delegation of authority to localities to handle stuck projects; attach importance to the relationship between supply and demand and market factors in real estate market management and social housing development; enhance transparency in the real estate credit market and secondary housing transaction market; request the Government to include real estate goods in the list of subjects requiring price declaration; urgently study the taxation of second and higher real estate properties along with synchronous solutions to overcome and stabilize housing prices; strictly control outstanding real estate bonds).

In addition, delegates suggested clarifying the non-legalization of violations in real estate projects in the draft Resolution; restructuring local planning and prioritizing the development of social housing (purchase, rent or hire-purchase) in large cities and areas with a high concentration of industrial parks; perfecting the legal framework for social housing; having attractive financial and credit policies and mechanisms for investors and users of social housing, while ensuring the quality of construction works; building a public and transparent information system on the real estate market; strengthening the investigation, detection and handling of price-pushing and speculative acts for profiteering in the real estate market; paying attention to the application of new environmentally friendly technologies and materials in housing construction and development; researching solutions to promote and support people to improve the quality of construction of dormitories for workers to rent, etc.

At the end of the discussion, Deputy Prime Minister Tran Hong Ha, Governor of the State Bank of Vietnam Nguyen Thi Hong, Minister of Natural Resources and Environment Do Duc Duy, and Minister of Construction Nguyen Thanh Nghi spoke to explain and clarify a number of issues raised by National Assembly deputies.

The session was televised and broadcast live on Vietnam Television, Voice of Vietnam, and Vietnam National Assembly Television.

Minister of National Defense Phan Van Giang, authorized by the Prime Minister, presented the Proposal on the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.

* Content 2 (from 3:30 p.m.): Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the hall to listen to: (i) Minister of National Defense Phan Van Giang, authorized by the Prime Minister, presented the Report on the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army. (ii) Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented the Report on the review of the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army. After that, the National Assembly discussed in groups the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.

Tuesday, October 29, 2024: (i) In the morning, the National Assembly held a plenary session in the hall, listening to: The presentation and the report on the examination of the draft Law on Public Investment (amended); The presentation and the report on the examination of the draft Law on amending and supplementing a number of articles of the Law on Securities, the Law on Accounting, the Law on Independent Auditing, the Law on State Budget, the Law on Management and Use of Public Assets, the Law on Tax Administration and the Law on National Reserves; The report on explanation, acceptance and revision of the draft Law on Value Added Tax (amended); then, the National Assembly discussed a number of contents with different opinions of the draft Law on Value Added Tax (amended); (ii) In the afternoon, the National Assembly discussed in groups on: the draft Law on Public Investment (amended); the draft Law on amending and supplementing a number of articles of the Law on Securities, the Law on Accounting, the Law on Independent Auditing, the Law on State Budget, the Law on Management and Use of Public Assets, the Law on Tax Administration and the Law on National Reserves.
