Along with expanding the scope of regulation, explanation, and clarification of corrupt and negative behaviors in personnel work, Regulation 114-QD/TW further strengthens the work of preventing and controlling the abuse of power in personnel work. In particular, Regulation 114-QD/TW stipulates that people with family relationships shall not be assigned to hold related positions at the same time, including: “Members of the same standing committee of the Party Committee, Party Executive Committee, Party Delegation; collective leadership of agencies and units. Heads and deputy heads of the same locality, agency, unit. Heads of Party committees or heads of administrative agencies and heads of agencies: internal affairs, inspection, finance, banking, tax, customs, industry and trade, planning - investment, natural resources - environment, military, police, courts, procuracies at the Central level or at the same level in a locality”.
Reality shows that the situation of "the whole family being officials" causes many consequences. That is the lack of distinction between public and private affairs, the insertion of personal, family and clan interests in work; easily leading to cliques and factions causing internal disunity; eliminating the motivation and opportunities to strive of those who are truly capable and prestigious... Along with family and kinship relationships, localism, factionalism, group interests and individualism will cause many consequences and harm to personnel work. The team of leaders and managers at all levels, especially the heads, who do not have enough qualities, capacity and prestige to meet the requirements of the tasks will be a barrier, holding back the development of localities, agencies and units.
In Hai Duong, there were localities and times that caused negative public opinion when many relatives held important leadership and management positions. In some places and times, because of narrow-mindedness, putting personal interests above collective interests led to disunity, lack of unity, and negatively affected the common work... The mid-term review report of the 17th Provincial Party Committee frankly assessed that some localities and units had not linked mobilization and rotation with planning, training and fostering of cadres; there were cases where the arrangement of cadres did not meet the requirements of the task. The report also determined that from now until the end of the term, it is necessary to enhance the role and responsibility of leaders; tighten discipline and public service responsibility of cadres and civil servants; resolutely arrange and re-arrange for cadres who did not complete their tasks...
For many years, the development of Hai Duong has not been commensurate with the potential and strengths of the province, which is still a persistent limitation and a subjective cause of the above limitation is determined to be that the role, responsibility, qualifications and capacity of a number of cadres from the province to the grassroots level are not up to the requirements and tasks. Hai Duong is having a number of changes in cadres; at the same time, focusing on implementing the review and supplementation of the planning of the Executive Committee, the Standing Committee of the Provincial Party Committee and key leadership positions of the province for this term and the next term; taking a vote of confidence in leadership and management positions. The above tasks are very important, a prerequisite for the current and future development of the province.
