Prime Minister Pham Minh Chinh requested ministries, branches, localities and relevant entities to apply lessons and fulcrums in implementing important national projects and key projects in the transport sector.
On the afternoon of September 17, concluding the 14th meeting of the State Steering Committee for important national and key transport projects (Steering Committee), Prime Minister Pham Minh Chinh requested to apply lessons learned in implementing recent major projects, especially promoting "national sentiment and compatriotism" in responding to and overcoming storms and floods to implement key national transport projects and works.
Currently, the whole country is implementing 40 important national projects and works, key to the Transport sector, with 92 components in all three areas of road, rail and aviation, in 48 provinces and centrally-run cities.
At the meeting, leaders of ministries, branches and localities reviewed the work after the 13th Meeting and discussed solutions, continued to remove difficulties and obstacles, promoted the progress of works and projects, especially in investment procedures, granting material mines, site clearance, construction work...
Accordingly, at the 13th meeting of the Steering Committee, the Prime Minister assigned 42 tasks to ministries, branches and localities. To date, the units have completed 11 tasks on time, are actively implementing 28 tasks of regular direction and management, 1 task has not yet been due, and 2 tasks have not been completed on time.
Localities are actively completing investment procedures for road projects. Site clearance has made significant progress. However, some localities have not yet met the requirements, such as Dong Nai, Binh Duong, Khanh Hoa, and Lang Son.
Regarding construction materials, for projects in the Northern and Central regions, the supply of materials has basically met the construction needs. For projects in the Southern region, the implementation progress in Tien Giang, Ben Tre, and Dong Nai provinces is slow due to the ongoing procedures for granting mines and adding mines.
Regarding construction implementation, most projects have sufficient material sources and favorable site clearance conditions, and construction progress meets requirements. However, project implementation in some localities is still slow, especially in projects scheduled for completion in 2025.
Regarding the Long Thanh International Airport project, the construction of the headquarters of state management agencies, the air traffic control tower, and the passenger terminal is progressing according to schedule; other bid packages and the runway, taxiway, and two connecting traffic routes are being implemented to meet the plan.
For the T3 passenger terminal project of Tan Son Nhat Airport, concrete work and steel roof system installation have been completed; the remaining items are being implemented closely following the schedule.
The Nhon-Hanoi Railway Station urban railway project has excavated 297m and installed 186 tunnel lining rings in the underground section. The Ben Thanh-Suoi Tien urban railway project continues to test run until November 2024 to serve the purpose of assessing system safety certification and training of operating personnel.
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that in the context of the whole country making efforts to break through and accelerate to achieve the goals set by the 13th National Party Congress; focusing on overcoming the consequences of storms and floods, promoting growth, promoting public investment, including important national works and projects, key projects in the Transport sector - one of the driving forces of growth, is of great significance; contributing to promoting socio-economic development, creating new development space, increasing land value, creating new industrial parks, tourism, urban areas, increasing circulation, reducing transportation costs, logistics costs for businesses, creating jobs and livelihoods for people.
In that spirit, the Prime Minister requested ministries, branches, localities, contractors and related entities, based on their functions, tasks and powers, to actively and proactively complete assigned tasks and follow commitments on schedule, quality, safety, environmental sanitation and post-project restoration.
Presenting lessons learned in the implementation of the 500kV power transmission line circuit 3 Quang Trach - Pho Noi, lessons learned in the implementation of other major projects and the spirit of "national love and solidarity" in responding to and overcoming the consequences of storm No. 3, the Prime Minister requested ministries, branches, localities and related entities to apply these lessons and fulcrums in the implementation of important national projects and key projects in the transport sector.
In particular, the Prime Minister pointed out lessons in direction, management and operation; mobilizing resources, the great national solidarity bloc; the positivity and proactiveness of relevant units and entities, with the spirit of "working together, enjoying together, winning together and developing together, having joy, happiness and pride together"; the coordination and cooperation between forces, levels, sectors, agencies and units; building and launching a vibrant patriotic emulation movement, arousing national pride, promptly encouraging, rewarding, creating an enthusiastic working atmosphere; handling weak and negative organizations and individuals; all for the benefit of the nation, the people, and the people.
The Prime Minister directed ministries, branches, localities and units to promote the spirit of "overcoming the sun, overcoming the rain, not losing to storms and winds", "working in 3 shifts, 4 shifts", "working through holidays and Tet holidays", "not enough work during the day, working at night", "working without backtracking", urgently implementing key tasks to complete the goals of the emulation movement "500 days and nights of emulation to complete 3,000 km of expressway by 2025"; completing the Long Thanh International Airport project, the T3 passenger terminal project of Tan Son Nhat Airport, the Nhon-Hanoi Railway Station and Ben Thanh-Suoi Tien urban railway projects, Ho Chi Minh City according to the set goals.
The Prime Minister requested provinces and cities to closely coordinate with relevant agencies to complete dossiers and approve projects; coordinate with investors to develop plans for site clearance, proactively remove difficulties and obstacles, strengthen mass mobilization work to speed up site clearance for projects in line with the progress required by the Prime Minister in Official Dispatch No. 80/CD-TTg, especially for expressway projects scheduled to be completed in 2025, especially in the provinces of Dong Nai, Khanh Hoa, Tuyen Quang, Da Nang, Hung Yen, Binh Duong, Kien Giang, Lang Son.
The Head of Government requested that localities assigned as project management agencies take the initiative in searching for and sourcing materials to serve the construction of projects to meet the required progress; closely coordinate with localities with material mines to complete the procedures for granting mines to ensure the source of filling materials, not to affect the progress of projects, especially Dong Nai, Ho Chi Minh City, Tien Giang, Ben Tre, Vinh Long provinces to supply materials to ensure sufficient volume and capacity to meet the progress of projects, giving priority to projects scheduled to be completed in 2025.
In the construction work, Prime Minister Pham Minh Chinh requested that the localities assigned as the managing agencies direct investors and construction contractors to coordinate with localities to remove difficulties and obstacles in site clearance, relocation of technical infrastructure, provision of construction material mines, and proactively source materials to avoid affecting the set progress; develop a reasonable construction plan, suitable for site clearance conditions, material sources, and weather conditions; flexibly organize construction in accordance with weather conditions in areas entering the rainy season; develop response scenarios for unusual weather conditions such as storms and floods to ensure absolute safety for workers and machinery, and minimize damage caused by storms and floods.
In particular, provinces with low construction volume such as Can Tho, Soc Trang, Bac Ninh need to review the entire implementation plan, focus on removing obstacles regarding construction materials, direct contractors to speed up construction progress in areas with available land and items not affected by material sources; review the capacity of construction contractors to promptly handle according to regulations if implementation is behind schedule.
Lang Son and Cao Bang provinces work specifically with investors to check the actual progress of design work, construction organization...; review the implementation plan and strictly control the implementation, promptly have additional solutions, replace contractors who do not ensure progress according to the provisions of the BOT contract to speed up the construction progress of Huu Nghi-Chi Lang and Dong Dang-Tra Linh projects.
The Prime Minister directed Hanoi city and Hoa Binh and Son La provinces to speed up procedures to soon start construction of component 3 of Hanoi Ring Road 4, the Hoa Binh-Moc Chau-Ho Chi Minh City expressway, and closely control the implementation progress to put the Ben Thanh-Suoi Tien urban railway project into operation on schedule.
Ha Giang province reviews the budget to report to competent authorities to resolve difficulties in local budget capital sources participating in the Tuyen Quang-Ha Giang project.
Prime Minister Pham Minh Chinh requested the Ministry of Transport to continue directing investors and contractors to coordinate with localities to promptly remove difficulties and obstacles in site clearance, supply of construction materials, and develop a reasonable construction plan to speed up construction progress and complete the expressway project as planned; deploy the selection of investors to soon start the Dau Giay-Tan Phu project; complete procedures to submit to the National Assembly to adjust the investment policy of the Bien Hoa-Vung Tau project; closely coordinate with the Ministry of Planning and Investment in appraising the feasibility study report of the high-speed railway project on the North-South axis.
The Ministry of Transport urgently synthesizes the opinions of the State Capital Management Committee at Enterprises and relevant agencies, completes the report to the Government Standing Committee on expressway projects; urgently prepares documents to adjust the investment policy of the Long Thanh International Airport Project according to the direction of the Government leaders to submit to the National Assembly at the 8th Session of the 15th National Assembly.
The Ministry of Natural Resources and Environment shall promptly guide localities on the permitted operating hours for sand and gravel mining in river beds; promptly complete the approval of the environmental impact assessment report for the Ninh Binh - Hai Phong project; and guide Lang Son province on traffic land indicators for the Dong Dang - Tra Linh project.
The Ministry of Planning and Investment shall promptly complete the appraisal report of the Tan Phu - Bao Loc and Ninh Binh - Hai Phong projects through Nam Dinh and Thai Binh; speed up the procedures for appraising the feasibility study report of the high-speed railway project on the North-South axis; coordinate with the Ho Chi Minh City People's Committee to promptly complete the investment preparation procedures for the Ho Chi Minh City Ring Road 4 construction project in accordance with the law, and promptly submit it to the National Assembly at the 8th Session of the 15th National Assembly.
The Ministry of Agriculture and Rural Development reports to competent authorities to arrange capital for the project of the animal and plant quarantine agency headquarters, ensuring the synchronous exploitation of Long Thanh International Airport; presides over and coordinates with ministries and branches to work with agencies under the National Assembly to explain the Resolution adjusting the policy of changing the purpose of using forests, forest land and rice land from two or more crops of the North-South Eastern Expressway project in the 2021-2025 period.
The State Capital Management Committee at Enterprises continues to direct the Vietnam Expressway Corporation to coordinate with relevant agencies to promptly complete the pre-feasibility study report on the Ho Chi Minh City-Long Thanh section expansion project; promptly complete the procedures for selecting contractors for package J3-1, while accelerating the construction progress of the remaining packages to complete the entire Ben Luc-Long Thanh project in 2025; direct the Vietnam Airports Corporation to strictly control the quality and progress of airport projects; accelerate the progress of selecting contractors and technical design of the remaining packages of the Long Thanh International Airport passenger terminal; continue to direct the Vietnam Electricity Group and its affiliated units to accelerate the relocation of high-voltage power lines.
Agreeing to consider and resolve recommendations from ministries, branches and localities on project separation, saltwater intrusion prevention, increasing land fund for transportation, allocating and transferring capital for projects..., the Prime Minister assigned the Ministry of Transport, as the standing agency, to coordinate with the Government Office to urge assigned tasks, promptly synthesize reports to competent authorities to promptly resolve difficulties and problems to ensure that important national and key projects in the transport sector are implemented smoothly and effectively.
