Prime Minister Pham Minh Chinh requested to speed up the progress of site clearance to complete important national projects and key transport projects on schedule.
Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 80/CD-TTg dated August 16, 2024, directing to continue to resolutely implement, promote the highest sense of responsibility, and mobilize the entire political system to speed up the progress of site clearance (GPMB) for important national works and projects, key to the transport sector.
Telegrams sent to Secretaries and Chairmen of People's Committees of provinces, Ho Chi Minh City, Hanoi, Da Nang, Can Tho, Ha Giang, Cao Bang, Lang Son, Hung Yen, Bac Ninh, Tuyen Quang, Ha Tinh, Quang Binh, Quang Tri, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Hau Giang, Bac Lieu, Kien Giang, Ca Mau, Long An, Dong Nai, Dak Lak, An Giang, Ba Ria - Vung Tau, Soc Trang, Binh Duong, Dong Thap, Tien Giang; Ministers of the Ministries of Transport, Industry and Trade; General Director of Vietnam Electricity Group.
The dispatch clearly stated that site clearance is an important step, deciding most of the critical progress of projects and works; however, this is a difficult and complicated step because it is related to production, business, rights and livelihoods of the people. Early handover of the site will be the basis for accelerating the construction progress.
In the past time, the Prime Minister, the State Steering Committee for important national and key projects of the transport sector have given many instructions. The Ministry of Transport and many localities assigned as the governing bodies have made efforts to focus on investment preparation and implementation, and construction of important national and key projects of the transport sector.
However, according to the report of the Ministry of Transport, some localities are still slow to implement compensation, resettlement support, and technical infrastructure relocation as required in Official Dispatch No. 54/CD-TTg dated May 28, 2024 of the Prime Minister, affecting the progress of projects, especially for projects with a required completion date of 2025 such as the North-South Eastern Expressway phase 2021 - 2025, Tuyen Quang - Ha Giang, Bien Hoa - Vung Tau, Hoa Lien - Tuy Loan, Ho Chi Minh City Ring Road 3, Component Project 1 and Component Project 3 of the Khanh Hoa - Buon Ma Thuot Expressway.
To complete important national projects and key transport projects on schedule, the Prime Minister requested the Secretaries and Chairmen of the People's Committees of provinces and centrally-run cities to focus more on leading and directing agencies and units, mobilizing the combined strength of the entire political system; organizations and unions such as the Vietnam Fatherland Front, the Mass Mobilization Committee, socio-political organizations, the Ho Chi Minh Communist Youth Union... must participate in site clearance work.
Strengthen direct work with people, carry out mass mobilization work to grasp their aspirations, creatively, flexibly and effectively apply legal regulations to resolve people's legitimate complaints and recommendations...
Coordinate with investors to prioritize site clearance at locations that are critical to construction progress such as weak soil treatment areas, large bridges and tunnels, and construction access road areas.
For projects scheduled to be completed in 2025, the Prime Minister requested localities to speed up the completion of resettlement areas, relocate high-voltage power lines, focus on directing the completion of site clearance work and hand over the entire site to projects before August 30, 2024.
Specifically, the provinces and cities: Tuyen Quang, Quang Binh, Quang Tri, Da Nang, Phu Yen, Khanh Hoa, Dong Nai, Binh Duong directed departments, branches and localities to mobilize maximum resources, focus on solving difficulties and problems to recover the remaining land area and hand over the entire site for the North-South expressway projects in the East phase 2021 - 2025, Tuyen Quang - Ha Giang, Hoa Lien - Tuy Loan, Khanh Hoa - Buon Ma Thuot, Bien Hoa - Vung Tau, Ring Road 3 - Ho Chi Minh City, especially provinces with large remaining volume such as Dong Nai, Binh Duong, Da Nang, Tuyen Quang.
Provinces and cities focus on directing functional agencies and localities to closely coordinate with the Ministry of Industry and Trade and Vietnam Electricity Group (EVN) to speed up progress and complete the relocation of high-voltage power lines at projects, especially in provinces with large volumes of relocation such as: Ha Tinh, Phu Yen, Khanh Hoa, Hau Giang, Dong Nai, Ho Chi Minh City (North-South Expressway, Eastern phase 2021 - 2025, Khanh Hoa - Buon Ma Thuot, Ring Road 3 - Ho Chi Minh City, Bien Hoa - Vung Tau).
Binh Dinh province is carrying out parallel procedures to change the purpose of forest use for the North-South expressway project in the Eastern region in the 2021-2025 period to hand over the site to the project immediately after the National Assembly Standing Committee approves the policy of changing the purpose of forest use.
Dak Lak province directed relevant agencies to urgently complete the exploitation and recovery of forest trees to hand over the site at the Khanh Hoa - Buon Ma Thuot project.
For the remaining projects, localities are required to speed up the completion of resettlement areas, relocate high-voltage power lines, focus on directing the completion of site clearance work and hand over the entire site for projects in 2024.
In particular, Lang Son province directed departments, branches and localities to mobilize maximum resources, focus on solving difficulties and problems to soon complete procedures related to compensation prices, approve plans, pay compensation, build resettlement areas, relocate technical infrastructure and hand over the entire site of the Huu Nghi - Chi Lang project in 2024.
The provinces of An Giang, Hau Giang, Soc Trang, Bac Ninh, Cao Bang and Can Tho City have done a good job of site clearance for the following projects: Chau Doc - Can Tho - Soc Trang, Ring Road 4 - Hanoi Capital Region, Dong Dang - Tra Linh and need to continue to promote this work to hand over the entire remaining land in August 2024.
The provinces of Hung Yen, Dong Thap, Tien Giang, and Hanoi need to be more drastic, focusing on directing departments, branches, and localities to speed up the site clearance progress to hand over the Ring Road 4 - Hanoi Capital Region, Cao Lanh - An Huu projects in September 2024.
The provinces of An Giang, Hung Yen, Bac Ninh, Tien Giang, Lang Son, and Cao Bang are speeding up the construction of resettlement areas in the projects of Ring Road 4 - Hanoi Capital Region, An Huu - Cao Lanh, Chau Doc - Can Tho - Soc Trang, and Dong Dang - Tra Linh, to soon stabilize people's lives.
Provinces and cities direct provincial authorities and local authorities where the project passes through to closely coordinate with the Ministry of Industry and Trade and EVN to speed up the completion of the relocation of high-voltage power lines for the Chau Doc - Can Tho - Soc Trang, Ring Road 4 - Hanoi Capital Region, Cao Lanh - An Huu (Component Project 1), and Dong Dang - Tra Linh projects.
Bac Ninh province reviews land acquisition costs, coordinates with the competent authorities of the Ring Road 4 - Hanoi Capital Region project to balance the total investment for component project 1.3, and reports to competent authorities to adjust the investment policy (if necessary) as a basis for implementing the next steps.
The Prime Minister requested the Ministry of Industry and Trade and EVN to support investors in implementing procedures to soon complete the dossier for relocating high-voltage power lines; EVN urged its member units to prioritize focusing on materials and human resources to relocate high-voltage power lines; shorten the time for approving power outage plans to relocate, prioritize completing relocation in August 2024 for projects scheduled to be completed in 2025, especially in localities with large volumes such as: Ha Tinh, Phu Yen, Khanh Hoa, Hau Giang, Dong Nai, Ho Chi Minh City (North-South Expressway East phase 2021 - 2025, Khanh Hoa - Buon Ma Thuot, Ring Road 3 - Ho Chi Minh City, Bien Hoa - Vung Tau); Basically completed before September 30, 2024 for the Ring Road 4 - Hanoi Capital Region, Chau Doc - Can Tho - Soc Trang Expressway projects, Cao Lanh - An Huu Expressway Component 1, Dong Dang - Tra Linh Expressway and completed before December 31, 2024 for the Huu Nghi - Chi Lang projects, Cao Lanh - An Huu Expressway Component 2 projects.
The Ministry of Transport directs investors and contractors to closely coordinate with localities and relevant agencies and units in site clearance and relocation of technical infrastructure works to meet required progress.
Prime Minister Pham Minh Chinh assigned Deputy Prime Minister Tran Hong Ha to direct and coordinate with the Government Office with the Ministry of Transport to monitor and urge the implementation of this dispatch, promptly synthesize and report to the Prime Minister on arising issues beyond their authority.
The Prime Minister requested agencies in the political system, ministers, heads of agencies, secretaries, chairmen of provincial and municipal People's Committees and relevant units to urgently carry out the tasks assigned in this dispatch.
