However, the negative side of the market mechanism along with the process of deep international integration, the Fourth Industrial Revolution, especially information technology, the Internet, and social networks developing very rapidly with a lot of multi-dimensional and sensitive information has strongly impacted and affected each cadre and party member. In that environment, hostile forces to our country's revolution have used many tricks and sabotage methods, both covert and overt, extremely sophisticated and cunning.

Regarding subjective causes, whenever and wherever the Party organization is not vigilant, not active and proactive in the work of preventing "peaceful evolution", allowing negativity to overwhelm positivity, and not doing a good job of political education and ideological orientation, there are likely to be cadres and Party members who "self-evolve" and "self-transform".

Practice has shown that cadres and party members who lack self-cultivation and self-control have been subjected to “self-evolution” and “self-transformation”, speaking and writing contrary to the Party’s guidelines and viewpoints, even falling into a spiral of corruption, negativity, violations of the law, ethics and lifestyle. According to information at the National Conference to study, learn and disseminate the Resolution of the 6th Conference of the 13th Party Central Committee, since the beginning of the 13th Party Congress, Party committees and inspection committees at all levels have disciplined 413 party organizations and nearly 5,600 party members who violated the law, including many violations of the principle of democratic centralism, ethics, lifestyle, violations of what party members are not allowed to do, corruption, intentional violations of the law, etc.

Recognizing the objective and subjective causes is the scientific basis for us to propose effective solutions to prevent "self-evolution" and "self-transformation" in the coming time. First of all, we must strengthen the propaganda and education of Marxism-Leninism, Ho Chi Minh's thought and the Party's guidelines and policies, the State's laws and policies for cadres and party members, especially for party members at the grassroots level. Along with that, the authorities must actively and proactively fight against bad and toxic information on social networks and in publications smuggled into our country by reactionary and hostile forces to promote "self-evolution" and "self-transformation" among cadres, party members and people. It is especially important that the Party and the State continue to strictly handle corrupt, negative, law-breaking, unethical and lifestyle-violating subjects; Resolutely purify the ranks to consolidate and enhance the trust of cadres, party members and people in the Party, the State and the socialist regime. Organize and seriously implement self-criticism and criticism, self-examination and self-correction activities according to Conclusion 21-KL/TW of the 4th Central Conference, term XIII, in conjunction with implementing Directive 05-CT/TW dated May 15, 2016 of the Politburo (term XII) on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle...
