Textbook selection process in educational institutions

Accordingly, the Council develops a plan to organize the selection of textbooks for educational institutions and assigns tasks to Council members.

Based on the Council's plan and textbook selection criteria, the head of the professional group develops a plan to organize the selection of textbooks for each subject structured in the professional group, reporting to the head before implementation; Organize all subject teachers of the educational institution (including teachers on the payroll, contract, secondment, guest lecturers, and inter-school teachers) to participate in the selection of textbooks for that subject.

At least 20 days before the first meeting of the professional group, the head of the professional group shall organize for subject teachers to study the subject textbooks, write comment forms, and evaluate the subject textbooks according to the textbook selection criteria.

Textbooks are selected when at least half of the subject teachers vote. In case no textbook receives at least half of the subject teachers' votes, the professional group must discuss and vote again; the selected textbook is the textbook with the highest number of subject teachers' votes in the second vote.

In both votes, if there are 2 or more textbooks with the same number of subject teachers voting for the highest choice, the head of the professional group decides to choose one of the textbooks with the highest number of subject teachers voting for the highest choice...

The Circular stipulates that the Provincial People's Committee shall post on mass media the list of approved textbooks for use in local educational institutions.

The Department of Education and Training directs educational institutions to notify teachers, students, and parents of approved textbooks before April 30 every year.
